P2: (Intermediate Product) Identification and analysis at the national level of needs for reporting under Article 6.2 of the Paris Agreement, through the development of meetings and at least 1 participatory workshop that will allow to collect, systematize and identify key aspects regarding the needs and current scenario in the country for the sustained formulation of the tool for Article 6.8 of the Paris Agreement, described in product two P3: (Final product) Tool for reporting within the framework of the “Rules, modalities and procedures of the mechanism established under Article 6, paragraph 2, of the Paris Agreement” in Ecuador: The specificity and clarity provided by this product will be the basis for the national Climate Change Authority to develop the necessary actions for the implementation of the provisions of Article 6.2 in the country.

Duties and Responsibilities

The Article 6.2 mitigation expert: will have direct responsibility for the development of deliverable 2 “Tool, which may be a manual including a roadmap, for reporting within the framework of the “Guidance on cooperative approaches referred to in Article 6, paragraph 2, of the Parls Agreement in Ecuador”. Article 6.2 of the Paris Agreement establishes a framework for countries to cooperate in the implementation of their Nationally Determined Contributions (NDCs) through different approaches, such as the carbon market and collaborative mitigation activities. The implementation of Article 6.2 of the Paris Agreement in a developing country like Ecuador requires a combination of clear regulatory frameworks, strong technical and institutional capacities, private sector participation, access to finance and technology, and international collaboration. The selected expert will contribute to maintaining coherence between the results and tools developed for the other sections of Article 6 that are part of the process. • Maintain close communication with the leader of the process “Formulation of key tools to contribute to the implementation of the Climate Transparency Framework in Ecuador on Article 6 of the Paris Agreement”. • Generate verifiable (minutes, emails, etc.), of meetings, events and other spaces that are generated for the development of the products. Specific tasks and responsibilities • Review of decisions from 2/CMA.3 of Article 6.2 of the UNFCCC Paris Agreement. • Benchmarking of progress at the regional level on reporting against the guidance of Article 6.2 of the Paris Agreement. • Identification of gaps and needs for reporting with respect to Article 6.2 guidance in Ecuador. • Participatory workshop for the identification at the national level of needs for reporting under Article 6.2 of the Paris Agreement. • Development of a reporting tool for Article 6.2 guidance in Ecuador.

Qualifications/special skills

In order for an expert to be able to implement Article 6.2 of the Paris Agreement in Ecuador effectively, it is important that they have a combination of specific skills and knowledge. Some of the skills and knowledge that would be critical for this expert include: 1. In-depth knowledge of the Paris Agreement and Article 6.2: It is crucial that the expert has a detailed understanding of the legal framework and cooperation mechanisms set out in the Paris Agreement, as well as the specific functioning of Article 6.2. 2. Experience in negotiation and international cooperation: Since Article 6.2 involves cooperation between countries, it is essential that the expert has experience in international negotiations and in establishing strategic alliances with international partners. 3. Technical knowledge in emission mitigation: The expert must have technical knowledge in topics related to emission mitigation, such as clean technologies, renewable energies, energy efficiency, among others, in order to identify opportunities to reduce emissions. 4. Ability to develop and manage mitigation projects: The expert must have experience in the design, implementation, and management of emission mitigation projects, as well as in the measurement, reporting, and verification of results. 5. Communication and teamwork skills: It is important for the expert to have effective communication skills to coordinate with multiple actors and encourage the participation of different stakeholders in the implementation of Article 6.2. 6. Knowledge of climate finance and carbon market mechanisms: To take full advantage of financing and participation opportunities in carbon markets, the expert must be familiar with the different climate finance and carbon offset mechanisms. In summary, an expert in the implementation of Article 6.2 of the Paris Agreement in Ecuador must have a broad set of skills and knowledge covering legal, technical, financial and international cooperation aspects, as well as communication and project management skills. a) Degree equivalent to a master’s degree, in climate change. b) Practical experience 3 years in related topics on reporting tools under the “Rules, modalities and procedures of the mechanism established under Article 6.2 of the Paris Agreement. c) Have been involved in the formulation and/or monitoring of instruments on reporting tools under the “Rules, modalities and procedures of the mechanism established under Article 6.4 of the Paris Agreement. d) Have general knowledge of Ecuador’s national climate change policy. e) Experience in inter-institutional coordination desirable. f) Analytical capacity and power of synthesis. g) Report writing and attention to detail. h) Ability to effectively deliver services in complex areas, respecting political, social and environmental sensitivities. a) Analytical capacity and power of synthesis. b) Report writing and attention to detail. c) Ability to provide services effectively in complex areas, respecting political, social and environmental sensitivities. d) Abilities to successfully conduct activities like workshops, seminars and others related. e) Management of MS Office, Internet, and electronic means of communication.

Languages

Spanish (spoken and written) is required. Knowledge of English desirable.

The process is called: “Formulation of key tools to contribute to the implementation of the Climate Transparency Framework in the country on Article 6 of the Agreement”, whose results are (and corresponds to the deliverables of the contract): 1. Tool, which can be a manual including a roadmap, for reporting under the “Guidelines on cooperative approaches referred to in Article 6, paragraph 2, of the Parls Agreement in Ecuador”. 2. Communication material related to market and non-market approaches to industrial and energy carbon. Based on this, ICAT is expected to strengthen the country’s capacities to carry out the Biennial Transparency Reports (BTR), established in Article 13 of the Paris Agreement.
