– Continuation of support for cities that have run the MCR2030 scorecard assessment, addressing follow ups required, and supporting efforts to finance current and future DRR initiatives. – The MCR2030 scorecard assessment is run in selected cities in Southeastern Europe.Work LocationHome-basedExpected duration01/11/24-30/06/25Duties and ResponsibilitiesCreated in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Specifically, UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports local and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk. At a local level, UNDRR aims to support cities in developing their resilience to disasters through the development of resilience plans, in line with Target E of the Sendai Framework. Through the Making Cities Resilient 2030 (MCR2030) initiative, local actors have access to a global instrument with multiple standards and tools proposed by the partners engaged in the initiative, designed to enable cities to achieve resilience by paving the way for the development of a dedicated Resilience Strategy Action Plan for more resilient local systems. UNDRR aims to support the resilience building efforts in Southeastern Europe in view of accelerating the implementation of the Sendai Framework in region, at both national and local level. At a local level, this mission is channeled through the Making Cities Resilient 2030 initiative and will aim to support the city of Chisinau against the MCR2030 resilience roadmap through the implementation of the MCR2030 offer. A particular focus will be on supporting the continuation of previous efforts in Serbia and Bosnia and Herzegovina and expanding the work with cities in Montenegro and North Macedonia. Main responsibilities focus on implementing the MCR2030 offer in Southeastern Europe, include: • Working with cities to undertake resilience assessment and to support the development of local DRR Strategy and Action Plans, in coordination with the city authorities and UNDRR team. • Supporting cities in the region in engaging through the MCR2030 network, in identifying tools and resources that can support the understanding of different risks and potential actions for tackling those; in connecting with other cities in the MCR2030 Network; in supporting peer learning activities and knowledge sharing; and in preparing advocacy messages to elevate and bring visibility to best practices. • Leveraging strengthened engagement with cities in the region to support UNDRR Regional Office for Europe and Central Asia in its daily engagement with and support to Member countries across the region and in its engagement with the UN Resident Coordinators’ Offices and Country Teams.Qualifications/special skillsAdvanced university degree (master’s degree or equivalent) in environmental sciences, public administration, social sciences, or related area is required. A first-level university degree in combination with at least two years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of working experience in the field of project management, climate change adaptation, sustainable development, disaster risk reduction, or urban planning is required. Disaster Risk Reduction experience in Southeastern Europe is desirable. Familiarity with UNDRR’s Disaster Resilience Scorecard for Cities is desirable.LanguagesEnglish and French are the two working languages of the United Nations Secretariat. Fluency in English is required.
