Org. Setting and Reporting
The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: 1) Provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; 2) Enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; 3) Strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; 4) Improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; 5) Ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy. This post is part of the Resource Mobilization and Donor Relations Section (RMDRDS) within Office of the Under-Secretary General (OUSG) of the Office of Counter-Terrorism (UNOCT) and will be situated in the UN Liaison Office for Peace and Security in Brussels, Belgium (UNLOPS). In the spirit of partnership with the European Union (EU) and with the North Atlantic Treaty Organization (NATO), as well as other UN departments focused on peace and security, this position will perform liaison, resource mobilization and partnership building functions with EU and NATO institutions, EU Member States and members of the international community in Brussels to strengthen cooperation, institutional dialogue and improve coordination. This incumbent will report to the Programme Management Officer based in the UNOCT Programme Office in Madrid, Spain, with secondary reporting to the Chief of RMDRS.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: • Research, analyzes and present information to identify opportunities for support and strengthening of UNOCT’s engagement and partnership with the EU and NATO in Brussels as to enable delivery of the Office’s Resource Mobilization Strategy. .Participates in the development, implementation and evaluation of assigned EU and NATO related programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Prepares various written outputs, e.g. draft background papers, analysis, talking points, remarks for senior officials engagement with EU counterparts. • Assists in policy and guidance development related to EU and NATO partnership, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, talking points and speeches, analysis on partnership opportunities and sensitive and high-profile matters of concern to UNOCT or UNLOPS, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities with EU institutions, EU Member States and NATO, including performing representative functions in European capitals as necessary; conducts training workshops, seminars, etc.; coordinates the organization of high and technical-level outreach and briefings to EU and NATO, including making presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to the management of EU and NATO funded programmes, including budget, funding and reporting (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns related to EU and NATO and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required. Work implies frequent interaction with the following: EU institutions, EU Member States and NATO representatives, counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies. Representatives and officials in EU national governments, international organizations, consultants. Results Expected: Develops, implements, monitors and evaluates EU and NATO assigned programme/projects. Provides thorough, well reasoned written contributions, e.g., background papers, analysis, sections of reports and studies, inputs to publications, etc. Develops and maintains effective working relationships. Promulgate coherent policies, and consistent adherence to these by clients. Efficiently uses of resources.

Education
Advanced university degree (Master’s degree or equivalent) in international relations, business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of 5 years of progressively responsible experience in project or programme management, administration or related area is required. Experience in resource mobilization and partnership building is required. Experience in working with the EU and/or NATO is required. Experience in the areas of counter-terrorism and prevention of violent extremism is desirable. Experience with liaison functions and representational responsibilities, coordinating partners and stakeholder management processes at the United Nations or in another intergovernmental organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
