La transformation des sociétés étant d’abord du ressort des acteurs locaux, ses activités visent à renforcer leur capacité d’action et leur influence.
Ainsi, la FIDH fédère 188 associations nationales de défense des droits humains actives dans 116 pays.
La FIDH a son siège à Paris. Le Secrétariat International qui déploie au quotidien les missions de la FIDH est composé d’une équipe internationale de 70 salarié.e.s, ainsi que de consultant.es intervenant ponctuellement sur différents programmes, présent.es en Afrique, en Amérique Latine, en Asie et en Europe. Il est structuré en un Département des Opérations et Programmes et un Département du Plaidoyer ainsi que des Diépartements Support (Communication, Finances et Administration, Partenariats et Développement, Ressources Humaines).
Une des priorités d’action de la FIDH concerne le respect des droits humains par les acteurs économiques. Afin de contribuer à l’atteinte des objectifs fixés dans le cadre de cette priorité programmatique, la FIDH recrute une nouvelle personne au bureau « droits humains et mondialisation » chargée de coordonner ses activités sur la thématique ‘droits humains et investissement durable’.
Depuis 2001, la Fédération internationale pour les Droits humains (FIDH) et La Banque Postale Asset Management (LBPAM) ont travaillé en partenariat sur un Fonds d’investissement socialement responsable pour les droits humains intitulé SRI Human Rights (anciennement Libertés et Fonds de solidarité), un exemple révolutionnaire de coopération entre une ONG et un investisseur sur l’amélioration du respect des droits humains par les entreprises et les États. Le fonds est composé à 70 % d’obligations d’État et à 30 % d’actions. Toutes les obligations et les actions qui sont parties du Fonds sont sélectionnées par LBPAM sur la base d’une évaluation menée par la FIDH concernant le respect des droits humains et des libertés fondamentales par les États et les entreprises qui les émettent. La FIDH a développé une méthodologie dédiée pour entreprendre ces évaluations, couvrant les droits humains.

Missions principales et responsabilités
Sous la responsabilité hiérarchique de la Responsable du Bureau « Acteurs économiques, droits humains et environnement » , l’objectif principal de ce poste est de renforcer le travail de la FIDH dans l’évaluation des performance des entreprises, investisseurs et Etats en matière de droits humains et de coordonner les activités de la Fédération sur cette thématique. Le.la chargé.e de programme droits humains et investissement responsable a pour missions de :
A/ Travailler sur la mise à jour de la méthodologie d’analyse FIDH et à l’actualisation régulière, ainsi qu’à l’élargissement consécutif de l’analyse des entreprises et des États présents dans le portefeuille de SRI Human Rights Fund en collaboration avec La Banque Postale Asset Management (LBPAM) :
- Veiller sur les entreprises présentes en portefeuille et dans l’univers d’investissement
- Actualiser l’analyse SRI Human Rights Fund sur les entreprises et intégrer des nouveaux emetteurs en collaboration avec LBPAM
- Faire la revue des entreprises de l’univers d’investissement ayant fait l’objet de controverses et la prise de contact le cas échéant.
- Mettre à jour la méthodologie d’analyse des Etats
- Produire le Rapport relatif à la performance éthique et responsable des investissements des Etats tous les deux ans, en assurer sa publication et sa sortie
- Préparer et participer aux réunions de travail avec LBPAM
- Animer le Comité éthique.
B/ Développer l’engagement avec les entreprises analysées et les autres investisseurs responsables ainsi que les institutions qui travaillent sur le cadre normatif de l’investissement responsable (ex. OECD, UE etc..)
- Contribuer à mener l’engagement direct avec les entreprises en lien avec la responsable adjointe du bureau et le directeur du plaidoyer
- Faire la liaison avec les autres investisseurs responsables en Europe et hors Europe ainsi qu’avec les institutions qui s’occupent d’investissement responsable.
C/ En lien avec l’équipe du Bureau, coordonner les activités de la FIDH sur la thématique investissement responsable
- En lien avec l’équipe du bureau « Acteurs économiques, droits humains et environnement » collaborer aux activités avec les investisseurs et les entreprises, par exemple celles relatives au dialogue et/ou de plaidoyer
- Travailler en réseau avec d’autres organisations sur l’analyse non financière des entreprises (échange d’information, participation aux réunions et évènements, actions conjointes).
Profil requis
Niveau de formation, expérience
- Doté.e d’un niveau de formation de type Master 2, si possible dans le domaine du droit, économie ou Sciences Politiques
- Lors d’une précédente expérience, vous avez acquis de bonnes connaissances concernant la thématique ‘entreprises et droits humains’ et plus particulièrement sur le milieu financier et de l’investissement responsable
- A l’entrée dans la fonction, vous disposez d’une expérience professionnelle d’au moins 5 ans dans une fonction similaire
Compétences (savoir-faire, savoir-être)
- Vous avez une excellente maîtrise du français ou de l’anglais oral et écrit et une bonne connaissance d’une autre langue
- Vous aimez travailler en équipe
- Vous avez le sens de l’organisation, de la rigueur, de la flexibilité et êtes autonome
- Vous êtes diplomate et recherchez le consensus
- Vous êtes créatif.ve et force de proposition.

In order to contribute to the achievement of the objectives set within the framework of this programmatic priority, FIDH is recruiting a new person in the “Human Rights and Globalization” team, responsible for coordinating its activities on the theme of “human rights and sustainable investment”.
Since 2001, the International Federation for Human Rights (FIDH) and La Banque Postale Asset Management (LBPAM) have been working in partnership on a socially responsible investment fund for human rights entitled SRI Human Rights (formerly Libertés et Fonds de solidarité), a revolutionary example of cooperation between an NGO and an investor on improving respect for human rights by companies and states. The fund is composed of 70% government bonds and 30% equities. All the bonds and equities in the fund are selected by LBPAM on the basis of an assessment carried out by FIDH concerning respect for human rights and fundamental freedoms by the governments and companies that issue them. FIDH has developed a dedicated methodology for undertaking these assessments, covering human rights.
We are recruiting : A PROGRAMME OFFICER HUMAN RIGHTS AND RESPONSIBLE INVESTMENT (M/F) – Full time permanent contract
Reporting to the Head of the Economic Actors, Human Rights and Environment Depaartment, the main objective of this position is to strengthen FIDH’s work in assessing the human rights performance of companies, investors and governments, and to coordinate the Federation’s activities in this area.
The Human Rights and Responsible Investment Programme Officer is responsible for :
MAIN RESPONSABILITIES
A/ Work with La Banque Postale Asset Management (LBPAM) on updating the FIDH analysis methodology and regularly updating and expanding the analysis of companies and States in the SRI Human Rights Fund portfolio:
- Monitor companies in the portfolio and in the investment universe
- Update the SRI Human Rights Fund analysis of companies and integrate new issuers in collaboration with LBPAM.
- Review companies in the investment universe that have been the subject of controversy, and contact them if necessary.
- Update the methodology for analyzing States.
- Produce the Report on the Ethical and Responsible Performance of State Investments every two years, ensure its publication and release.
- Prepare and participate in working meetings with LBPAM.
- Mobilize the Ethics Committee.
B/ Develop engagement with analyzed companies and other responsible investors, as well as institutions working on the normative framework for responsible investment (e.g. OECD, EU, etc.):
- Help lead direct engagement with companies in conjunction with the Deputy Office Manager and Advocacy Director.
- Liaise with other responsible investors in and outside Europe, as well as with institutions involved in responsible investment.
C/ In liaison with the Office team, coordinate FIDH’s activities in the field of responsible investment:
- In liaison with the “Economic actors, human rights and the environment” team, collaborate on activities with investors and companies, for example those relating to dialogue and/or advocacy.
- Network with other organizations on non-financial analysis of companies (exchange of information, participation in meetings and events, joint actions).
SKILLS REQUIRED
Education, experience :
- Master’s degree, preferably in law, economics or political science.
- In your previous experience, you will have acquired a good knowledge of ‘business and human rights’, and more specifically of the financial and responsible investment sectors
- You have at least 5 years’ professional experience in a similar position.
Skills (know-how, interpersonal skills):
- You have an excellent command of spoken and written French or English, and a good knowledge of another language.
- You enjoy working in a team
- You are organized, rigorous, flexible and autonomous
- You are diplomatic and consensus-oriented
- You are a creative thinker.
