UASC Consultancy (home-based)
Period: 6 May to 31 July 2024 (8 days of work)

The purpose of this home-based consultancy is to assess a practice regarding guardianship of unaccompanied and separated children in Luxembourg.

Under the guidance of the Legal Officer heading the UNHCR BeLux team and the supervision of the Protection Associate for Luxembourg, the consultant will proceed in two stages :

1) S/he will carry out a brief (internal) assessment which identifies the issue,
its scope and analyzes its compliance with relevant international and national legal obligations and standards. The assessment will include recommendations for the way forward (Deliverable 1);

2) If relevant and in close coordination with UNHCR: s/he will draft an intervention to be addressed to the relevant Luxembourgish authorities. The intervention should state the issue, point to the areas of concern, contain recommendations and related argumentation. (Deliverable 2)

The Consultancy will include some desk research, targeted online meetings with relevant stakeholders, writing of an assessment, of a first draft intervention and of a final draft intervention including UNHCR’s feedback after internal review.

Education

The consultant should have an advanced university degree in a related field (international human rights/humanitarian law, child protection, political science, or related field), with specialization in refugee protection/children’s rights.

Languages

French and English are essential, both oral and written.

Work experience

– Minimum six years of experience in the field of asylum and refugee law and in one of the areas relevant to the work required, such as working with UASC or with asylum seekers.
– Experience in conducting interviews and in drafting legal notes and reports.
– Experience in the field of child protection.
– Work experience with UNHCR is an asset.

Key competencies

– Knowledge and understanding of Luxembourg asylum law and of Luxembourg child protection and family reunification system and legislation.
– Knowledge of UNHCR positions and policies regarding child protection and family reunification.
– Experience/knowledge conducting interviews.
– Sound analytical skills.
– Excellent communication skills.
– Ability to work independently and on own initiative.
– Sound reporting skills.
– Compliance with UN core values.
– Familiarity with relevant stakeholders will be considered as an asset.
