The primary purpose of this position is: To serve as Treaty Compliance Officer for an Arms Control Region, HQ USAFE/AF5PA. Plans, programs and manages USAFE organizational compliance with international treaty law in a regional area. Responsible for all arms control matters affecting all USAFE installations and geographically separated units in assigned region. Responsibilities Ensures regional preparedness for all inspections/evaluations and events. Executes arms control and confidence and security building measures in theater. Receives notification and implements alert and recall procedures. Ensures Treaty reporting requirements and data notification is conducted in accordance with respective treaty requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: (1) ensuring proper implementation of treaties in accordance with US Government treaty obligations while protecting command and US national interests; (2) enabling development of working relationships with various Host Nation verification agencies and military formations; (3) ensuring compliance in accordance with United States policy, and agreement with the various Host Nation policies, practices and regulation; (4) interpreting technical treaty language, assessing requirements and implementing measures in vastly varying scenarios as they relate to the affected host nations; and (5) presenting sensitive recommendations concerning critical issues to wing and unit staffs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Conventional Forces Europe (CFE), Vienna Document ’99 on Confidence and Security Building Measures (CSBM), Open Skies (OS), and Chemical Weapons Convention (CWC) treaty texts, issues and policies Knowledge of AF doctrine, policy and programmatics in support of arms control operations, as well as knowledge of specific host country foreign, regulations, policy and law, as it applies to the implementation of treaties in theater. Ability to interpret technical treaty language, assess requirements and implement measures in vastly varying scenarios. Skill in organizing multiple program goals and objectives, developing long range plans, managing and scheduling work to accomplish the mission. Knowledge of automated information systems and the ability to use data bases systems to generate reports, briefing materials, and/or comparable documents. Skill in taking broad based guidance from multiple sources, applying analytical reasoning and translating guidance into organizational plans, policy and directives. Ability to research, analyze, interpret, and apply rules, regulations, and procedures. Displays a high level of skill in both written and oral communication during the conduct of official duties. Presents sensitive recommendations concerning critical issues to wing and unit staffs. Ability to communicate effectively both verbally and in writing to include the ability to develop comprehensive, detailed and coordinated operations orders and plans. Ability to establish and maintain effective work relationships in order to interact and deal with representatives from various nations and cultures for information exchange, problem resolution, liaison, coordination, and implementation of treaty compliance initiatives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
