The primary purpose of this position is to provide Joint Airborne/Air Transportability, special operations, contingency, aeromedical, Special Assignment Airlift Missions, training, exercise, and channel airlift for the Department of Defense by coordinating actions among all agencies directly involved with programming airlift capability (military and commercial). Responsibilities Plans airlift requirements. Responsible for planning Special Assignment Airlift Missions (SAAM), aeromedical, contingency, exercise and channel airlift for DOD based on aerial port backlog and user needs. Forecasts movement of various type cargo and passengers. Reviews and evaluates taskings. Reviews AMC Channel Sequence Listing. Ensures all changes, additions, or corrections are properly coordinated, prioritized, and disseminated. Coordinates all airlift movement activities. Coordinates and plans airlift mission requirements of cargo and passenger movement for special assignment airlift, special operations, contingency, aeromedical, and training missions. Obtains port and country clearance for explosives, hazardous cargo and Foreign Military Sales (FMS) shipments. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series, 2102. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and technical expertise of load plans, aircraft configurations, restrictions and pallet contour of military and commercial aircraft for cargo transportation that relate to the movement of a wide range of specialized equipment’s e.g., unusual cargo lift requirements due to out sized, weight, or cube of cargo, movement of explosives, perishables, biologicals, and other special handling cargo to include verifying validity and accuracy of shippers declaration, compatibility and certification to appropriate directives, screening all hazardous materials for compatibility and/or separation requirements if required. Knowledge of a variety of transportation functional areas and their relationship to coordinate and plan airlift mission requirements of cargo and passenger movement for special assignment airlift, special operations, contingency, aeromedical, training missions and resolve differences between aerial port capabilities and airlift user requirements. Knowledge of the requirements of various transportation regulations and operations. Knowledge of various computer systems e.g., Global Decision Support System (GDSS), Single Mobility System (SMS), Global Air Transportation Execution System (GATES), and Aircraft and Personnel Automated Clearance System (APACS) programs and communication devices to ensure schedules of inbound and outbound missions are completed and used to plan/schedule resources. Practical knowledge of established procedures and requirements related to management analysis to ensure appropriate manpower, material, and equipment resources are available. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge and technical expertise in military and commercial transportation. 2. Thoroughly familiar with weight and balance procedures for transport aircraft and possess knowledge of the types and sizes of cargo requiring transport by the various military and commercial transport aircraft. 3. Knowledge of shipper’s declaration of dangerous goods (SDDG) and hazardous certification accuracy. 4. Knowledge of various computer systems GDSS, GATES, programs and communication devices to plan and forecast information effectively. 5. Knowledge and understanding of cargo documentation, receipt, storage, track and trace, manifesting, special handling, on/off-loading equipment, transportation priorities, special cargo requirements, GREEN and PURPLE sheet procedures, space blocking procedures, border clearance procedures and requirements for clearing hazardous cargo and related cargo processing aspects. 6. Skill and ability in written and oral communications, diplomacy, tactful, and forceful in decision making and coordinating processes with offices at higher echelons PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
