The Tender Manager is responsible for developing and executing a unified tender management strategy across the assigned region. This includes harmonizing documentation, anticipating tender opportunities, and coordinating operational execution with local tender specialists. The role requires close collaboration with Customer Experience, Product Management, Contract Management, Commercial Excellence, Regulatory, Legal, and Sales teams. The Tender Manager also acts as a regional Market Access expert, capable of identifying key drivers of public procurement success and coordinating evidence-generation initiatives to support strategic positioning. He/she plays a proactive role in determining what is needed—data, positioning, documentation, or stakeholder engagement—to enhance the competitiveness of our offers.
KEY RESPONSIBILITIES
1. Strategic Coordination & Documentation Harmonization
Develop and implement a regional tender strategy, based on facts and data-based assessment, allowing EMEA scale up
Create, standardize, and maintain all core documentation (administrative, technical, regulatory).
Manage a centralized document repository for consistency and accessibility.
Ensure compliance with local and EU regulatory requirements.
2. Tender Monitoring & Anticipation
Establish a proactive monitoring system to detect upcoming tenders.
Track ongoing tenders, renewal timelines, and contract expirations.
Identify opportunities for price adjustments or contract optimization.
Collaborate with commercial, regulatory, and legal teams for timely submissions.
3. Operational Management & Local Collaboration
Act as the central point of contact for local tender specialist(s), to be hired in a second phase depending on needs and assessment.
Coordinate execution of complex or strategic tenders.
Support local teams in applying best practices.
Ensure alignment between local execution and regional strategy.
4. Market Access – Strategic Insight
Analyze public procurement trends and specifications across the region.
Anticipate technical, clinical, and administrative requirements in upcoming tenders.
Collaborate with sales leadership to align product positioning with market expectations.
Take initiative in identifying what is needed to meet tender requirements and drive success.
5. Market Access – Evidence Generation
Identify data needs to support product inclusion and competitiveness in tenders.
Coordinate with internal stakeholders (e.g., Medical Affairs, Clinical teams) to initiate relevant studies.
Ensure timely availability of clinical, economic, or real-world evidence.
Contribute to the development of value dossiers and supporting documentation.
6. Continuous Improvement & Performance Tracking
Identify inefficiencies and propose process improvements.
Stay updated on regulatory changes and adapt processes accordingly.
Contribute to internal working groups focused on tender excellence.
Monitor and report on key performance indicators (e.g., win rates, submission timelines, pricing evolution).
KNOWLEDGE, SKILLS, ABILITIES
Strong understanding of tender processes in medical or regulated environments throughout EMEA.
Proven expertise in Market Access, including public procurement dynamics and evidence strategy.
Ability to proactively define strategic needs and translate them into actionable plans.
Proficiency in Microsoft Office (Excel, PowerPoint, Word, Teams).
Fluent in English is required ; fluency in French and/or Italian, and/or a Nordic language is a plus.
Ability to work in a matrixed, multicultural, and fast-paced environment.
High ethical standards and attention to compliance and documentation quality.
Ability to communicate across departments and geographies, both internal and external.
Natural leadership skills, autonomous and solution oriented.
EXPERIENCE
Minimum 5 years in tender management and/or Market Access, covering multiple countries across EMEA.
Experience in medical devices, in vitro diagnostics, and/or fertility is preferred.
Familiarity with local and EU public procurement regulations.
Proven ability to coordinate across countries and functions.
EDUCATION
University degree in Science, Business, Health Economics, or Business Administration.
Additional skills in Market Access, tender management, regulatory affairs, and/or healthcare leadership are a plus.
