By 2026, public employers across all sectors will be required to contribute at least 50% to their employees’ health insurance premiums. This reform aims to align the public sector with private-sector health insurance practices, enhancing coverage and reducing out-of-pocket costs for civil servants.This presents a unique opportunity for Alan to provide innovative, delightful health insurance solutions to millions of civil servants. We’ve already had a successful start by being chosen as the partner to several ministries and administrations (Assemblée Nationale, Ministère de la Transition Écologique, Services du Premier Ministre), and are looking to sustainably partner with more, across Fonction Publique d’Etat, Fonction Publique Territoriale, and Fonction Publique Hospitalière.⭐ Context within AlanSince 2022, our public sector team has evolved from being a bet into becoming the most significant driver of Alan’s growth. Recent successes have demonstrated the value of Alan’s offer and its unique experience in addressing high-volume collective contracts.Looking ahead to 2025, our ambition remains high as we seek to expand our presence in this crucial market.⭐ Your missionIn this context, we are looking for a Tender Manager to answer the upcoming RfPs from Établissements publics, Fonction Publique Territoriale and Fonction Publique Hospitalière markets. Some private RfPs might also be answered.Your missions will include:RfP management and win:Conduct thorough analyses of RfPs leading to a GO/NO GO and involving cross-functional teams to address potential product challenges or blockers;Oversee end-to-end response processes, ensuring compliance with deadlines and public sector formalities;Organize, coordinate and control the preparation of technical proposals (mémoire technique, Cadre de Réponse Technique, Dossier de Candidature) and manage all necessary administrative documentation;Challenge the responses from different stakeholders to ensure the technical coherence of our offer;Prepare for and participate in potential negotiation rounds to secure a victory; Create, update, store, and share all useful information for various RfPs;Track and report on RfP answering performance metrics.Build:In addition to managing RfPs, you will contribute to improving our internal processes.CRM: contribute building the appropriate set-up in Salesforce to track sales activity of public segment and ensure a proper hygiene for the entire team;RfP Library : Support the team in standardizing and industrializing our RfP response process to increase efficiency and win rates;Framework : besides CRM, identify, prioritize and implement the necessary tools and process aiming at increasing Alan’s response quality and efficiency as well as streamlining the handover stage to the delivery team;Collaborate with Private sector sales teams sharing material and best practices in responding to large scale RFP’s.⭐ Is it you we’re looking for?We are seeking a person with a unique blend of strategic thinking, sales acumen, attention to detail, and public sector understanding/interest.You would be a great fit at Alan if most of this sounds like you:At least 4 years of experience in managing and producing tender responses;Excellent written and oral communication skills (including in formal contexts);Outstanding Project management skills: planning, stakeholder management, project monitoring;Strong product / technical appetite;Problem solving: ability to break down complex issues and foster the necessary collaboration to get them solved;Collaborative mindset, with the ability to work effectively across various crews and communities;Comfort with ambiguity in a fast-paced and intense environment;Rigorous: possesses a meticulous attention to details;Strong desire to understand the French public sector, procurement processes, and key stakeholdersAdaptability and resilience in navigating the complexities of public sector sales cycle🙌At Alan, we believe that being in good health is a basic need, and it starts with our employees.
