The primary purpose of this position is to provide highly technical expertise to a wide variety of customers ensuring enterprise-level Information Technology (IT) solutions are developed and implemented in line with customers’ strategic goals. Responsibilities Provides IT engineering and installation services to DoD, MAJCOM and base level customers. Manages and directs engineering and installations training and operations in garrison and at TDY locations. Provides oversite as technical advisor and reviewer while producing high quality project deliverables. Conducts and manages on-site engineering surveys to gather specific project information and requirements. Participates in discussions, meetings, and committees; presents briefings, and prepares staff studies, budget recommendations, and reports. Provides customer assistance and/or training for assigned telecommunications systems. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Telecommunications Series 0391. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/telecommunications-series-0391/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes application of a wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services, and facilities. Ability to review, analyze, and resolve difficult and complex problems involving systems compatibility, external interoperability, circuits, switches, distribution, satellite, linkages, and networking. Ability to develop and apply established policies, methods, procedures, and techniques in communications system design and installation to operating situations and problem resolution. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of communications and telecommunications theories, concepts and principles with specific familiarity regarding communications practices, procedures, policies, standards, and operational requirements. Knowledge and conceptual understanding of existing and theoretical enterprise architectures with the expertise and highly developed communication skills necessary to bridge the gap of understanding when communicating technical solutions to customers at various levels of leadership. Knowledge of performance characteristics related to communications and telecommunications equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, budgets, and standard business practices. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. Ability to analyze a variety of unusual communications and telecommunications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking). Ability to research patterns and develop new methods, criteria, and processes to refine project packages and PSAs related deliverables, policies, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
