Context:

The Office of Internal Oversight (OIO), inter alia, undertakes investigations into alleged violations of IOM’s regulations, rules and relevant administrative instructions, such as but not limited to, fraud, theft and embezzlement, corruption, sexual exploitation and sexual abuse, abuse of privileges and immunities, abuse of authority, workplace harassment, bullying, whistle-blower retaliation and/or other acts of omissions in conflict with the general obligations of IOM personnel. OIO is seeking applicants with experience in conducting investigations concerning the areas of misconduct identified above. When necessary, the position may require occasional international travel, which could include travel to hardship locations.

Under the supervision and direction of the Deputy Director, the Team Lead Intake and Operations Support will be responsible for the following duties:

Core Functions / Responsibilities:

  1. Intake: Manages the OIO intake function, including, categorizing and prioritization of allegations. Directs and undertakes preliminary assessments of allegations to determine relevance and credibility. Proposes action to close cases or assign cases for investigation where appropriate. Produces high quality case assessments, closure and referral notes and other investigation documents.
  2. Quality assurance: Oversees and conducts quality review of investigation reports and other investigation documents to ensure high quality and legal sufficiency of all OIO work products.
  3. Policy and reporting: Leads and undertakes policy development for the Investigation function to ensure compliance with best practices for the conduct of investigations. Provides legal and policy advice to investigators, as required, to ensure investigations conform with established regulatory frameworks. Provides periodic reports on the status and results of investigations (including reporting performance against key indicators), including case management statistics to internal and external stakeholders, as required.
  4. Digital forensic: Manages and supervises digital forensic services to assist investigations, including through collection, recovery, analysis and preservation of electronic evidence in accordance with applicable processes and procedures. Prepares detailed clear and concise forensic analysis reports in accordance with best industry practices.
  5. Coordination: Liaises with the IOM officials in legal, risk management, ethics, human resources and other relevant offices at IOM in relation to case intake and/or referral of matters for consideration by other units (including on prevention, awareness and response activities). Liaises with the investigation divisions of other international organizations and with national anti-corruption and law enforcement agencies on methodology and quality assurance issues, as appropriate; Supports external quality assurance reviews, as required.
  6. Other tasks: Contributes to the ongoing development of professional practices within OIO. Participates in the implementation of the OIO learning and training development plan.
  7. Performs such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, Investigation, Management, Finance, Audit, or a related field from an accredited academic institution with ten years of relevant professional experience; or,
  • University degree in the above fields with twelve years of relevant professional experience.

Experience

  • A minimum of 10 years of progressively responsible professional experience in conducting/managing complex administrative and/or forensic fraud investigations and/or policy development and conducting quality assurance reviews and assessments in the field of investigations is required.
  • Demonstrated experience at the international level is required.
  • Field experience in complex and challenging operating environments is desirable as is experience in the UN or other international organizations is desirable.

  • Knowledge of intergovernmental governing processes.
  • Proven knowledge of UN system policies, rules, regulations and procedures is highly desirable.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
