THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)

Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General, with three divisions – the HR Operations Group (HRO), the Client Services Group (CSG) and the Talent Management and Analytics Group (TMA) contributing to the Service’s mission. The Talent Management and Analytics Group (TMA) develops, implements and supports a variety of human capital and talent related projects for the Organisation’s workforce. The division oversees the OECD’s learning and development initiatives, provides data-driven solutions and people analytics, and runs several programmes aimed at ensuring the OECD attracts diverse talent from interns to senior managers.

The TMA division is looking for a Talent Management Co-ordinator to support the Corporate recruitment programmes portfolio including Internship, Secondment, Person on loan, Young Associates Programme (YAP) and Junior Professional Officer (JPO) Programmes as well as branding and outreach activities. The Talent Management Co-ordinator will work under the direct supervision of the Talent Management Analyst. The selected individual should demonstrate strong attention to detail, organisational skills, an innovative mind-set and be able to manage multiple tasks, priorities, and the expectations of different stakeholders.

Job Description

Main Responsibilities

Corporate recruitment programmes

  • Support the day-to-day operations of the Corporate recruitment programmes portfolio. Assist with the preparation of recruitments including high-volume campaigns by reviewing job descriptions, publishing vacancies, tracking and reviewing candidates’ applications, coordinating the selection processes and newcomers’ on-boarding.
  • Track internship requests, collect and archive documents, check candidates’ eligibility, draft and issue internship agreements to candidates. Process new internships as well as extensions in HR systems.
  • Act as focal point for internal stakeholders (hiring teams, EXD/HRM colleagues, Intern Circle Board, etc.) and external stakeholders (candidates, sending institutions, OECD Delegations, academic institutions, etc.) by providing timely responses and advice.
  • Guide hiring managers on policies, practices and procedures applicable to recruitment of interns.
  • Support existing collaborations and negotiation of new partnership agreements in co-operation with the legal unit.
  • Participate in project work focused on a data driven approach to review the effectiveness and success of current recruitment activities and methods as well as deliver innovations and propose improvements.
  • Support updating and preparing of policies, templates and guidelines on the Corporate recruitment programmes in collaboration with HRM colleagues.
  • Contribute to the evaluation of performance and satisfaction withing YAP and JPO Programmes. Liaise and follow-up with Young Associates, JPOs and supervisors/mentors to gather feedback and propose improvements as appropriate.

Branding and Outreach

  • Support OECD employer branding and outreach initiatives by participating in and co-ordinating different career outreach activities including career fairs, workshops, career presentations, virtual events and webinars.
  • Prepare and update content for external (OECD Career webpage, social media brochures, presentations, etc.) and internal communication (Intranet content, newsletters, guidelines and manuals).
  • Keep up to date on new trends in relation to branding, outreach and sourcing.

Other responsibilities

  • Support other talent management activities conducted by EXD/HRM/TMA activities and horizontal projects (i.e. Learning and Development, Emerging Leaders Programme, Global Management Academy, etc.) as required.

Qualifications

Ideal Candidate Profile

Academic Background

  • A university degree in business or public administration, human resource management, communication, or a closely related field.
  • Some formal training on quantitative analysis (e.g. statistics, people analytics) would be an advantage.
  • Additional training focusing on talent management, communication and/or organisational development would be an advantage.

Professional Background

  • At least two years of relevant professional experience in human resources. Experience in recruitment, talent acquisition, talent management, programme management or other co-ordination role would be an advantage.
  • Demonstrated experience in support role and/or customer-servicing role with managing stakeholders.
  • Sound knowledge of candidate search and sourcing.
  • Experience in an International Organisation would be an advantage.

Technology / Tools

  • Strong proficiency in Microsoft Office Suite (Word, Excel, Outlook) including spreadsheet design, lookup tables, manipulation and analysis skills.
  • Familiarity with specific recruiting software and websites would be an asset (Applicant Tracking Systems, LinkedIn, etc.). Previous work experience with SmartRecruiters and SAP-HCM would be an advantage.
  • Working knowledge of HR Information System and analytics tools would be an advantage.

  • Fluency in one of the two OECD official languages (English and French) and very good knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • 2-year fixed term appointment, with the possibility of renewal.
  • Depending on level of experience, monthly salary starts at 4.302,38 EUR, plus allowances based on eligibility, exempt of French income tax.
