Summary This position is assigned to the Fitness Division, Morale, Welfare and Recreation (MWR) Department, Naval Air Station (NAS) Sigonella, Italy. The purpose of this position is to perform supervisory duties, equipment and facility management and administrative tasks in support of the fitness facilities located at NAS I, NAS Il, Base Housing, Augusta Bay and Niscemi. Responsibilities Personnel Management Supervises and mentors all US and Local National (LN) employees assigned to fitness centers, whether full-time, part-time, flexible, permanent and temporary. Assigns work and follows tasks through to completion, defines priorities, selects applicants, develops performance standards, evaluates performance, recommends pay adjustments/awards and formal corrective/disciplinary actions, provides advice, guidance and on-the-job training. Creates, approves and issues staff schedules and uses online timekeeping systems daily to track hours worked by employees. Approves/disapproves leave. Establishes and maintains a method of tracking personnel mandatory training records and professional development for all staff. Supervises all cash handling procedures to include training, standard operating procedure (SOP) compliance and quarterly inventory of membership cards and cash. Supports and complies with Equal Employment Opportunity (EEO) programs. Facilities and Equipment Management Stays up to date on industry standards and fitness equipment trends and provides input/suggests improvements to supervisor for procuring needed parts, material and new equipment in order to increase attendance and improve customer satisfaction. Assesses condition of equipment and ensures equipment is in appropriate working order. Reports any unsafe equipment and/or environmental discrepancy to supervisor and initiates repairs with contractors, if needed. Ensures fitness spaces and equipment are cleaned and well-maintained at all times by staff. Conducts regular zone inspections of every space in fitness facilities; places trouble calls and work orders through the Public Works Department and ensures they are followed through to completion. Ensures compliance with all fire, safety and security rules and regulations. Administrative Support Analyzes procedures and practices to ensure compliance of fitness centers and personnel management with DOD MWR Fitness Standards, CNIC Instructions and Conditions of Employment for LN employees. Assists with the collection and maintenance of statistical data. Inputs patron counts, group exercise metrics, and reports information to CNIC by the use of an automated metric system. Maintains appropriate records and reports. Assists with the development, implementation and analysis of surveys and needs assessments of staff and patrons. Reviews existing SOP’s and develops new ones if needed. Completes other administrative duties as assigned by direct supervisor. Performs Other Related Duties as Assigned Requirements Conditions of Employment Qualifications One (1) year of specialized experience (equivalent to NF-2/GS-4) OR a 4-year course of study leading to a bachelor’s degree with major study, or at least 24 semester hours, in recreation, physical education or a related field. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform succesfully the duties of the position, and that is typically in or related to the work of this position. A qualified candidate possesses the following: Comprehensive knowledge and experience in personnel management and administration, to include recruitment and selection, training, performance review and appraisal process, EEO, and employee/labor relations. Knowledge of the safe use and operation of fitness equipment and training techniques. Practical knowledge of fitness operations. Ability to competently and independently supervise a diverse workforce. Ability to evaluate the effectiveness of all facilities, equipment and personnel and to make recommendations for improvement. Ability to communicate effectively both orally and in writing in a manner that will be accepted at the command and executive level. Ability to develop and effectively deliver presentations and/or training. Organizational skills and ability to meet deadlines. Skill in computer usage and specifically in Microsoft Office Programs (e.g. Word, Excel, Power Point, Outlook).
