Summary You will serve as a SUPERVISORY PROGRAM ANALYST in the Commander, Navy Region Europe, Africa and Central (CNREURAFCENT) in of COMMANDER NAVY REGION EUROPE Capodichino, Italy. Responsibilities You will advise on CNRE military, civilian and local national manning levels, distribution, utilization, and programming resources for activities under CNREURAFCENT AOR. You will serve as the Division Director for the Civilian Workforce Policy and Program Office. You will provide coordination of base operating support functions for operating forces throughout the Region. You will provide expertise in the following areas: total force manpower; operations; facilities and environmental; strategy and future requirements; information technology command and control; training. You will partner with senior leaders to forecast civilian workforce trends/issues You will serve as the primary liaison between Region and Installation leadership and the servicing Human Resource Office (HRO). You will analyze and evaluate workforce planning requirements and to provide timely and effective workforce management support to a large complex multi-mission field activity. You will work to ensure overall staffing and recruitment strategies accomplish both near term and long-term workforce planning initiatives for the Region. You will fully research controversial issues and to provide judgement and recommendations in final decision on workforce management matters. You will strategize to reduce command vacancy rates, command onboarding and sponsorship procedures, awards and recognition, as well as training and development. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Program Analyst advising and directing CNRE military, civilian and local national manning levels, distribution, utilization, and programming resources for activities. Specialized Experience may include: Expert knowledge in workforce management with a wide range of knowledge in qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Knowledge of federal employment and staffing legislation, regulations, rules, processes and requirements. Comprehensive knowledge of the full range of administrative laws, policies, regulations and precedents applicable to the administration of one or more important personnel programs.
