Summary This position is part of the Department of Defense . The incumbent will serve as the Chief, Engineering and Logistics for the Defense Threat Reduction Agency’s Acquisition, Contracts & Logistics European Operations Division. Coordinates extensively with senior military and civilian personnel across all DTRA Directorates within the European theater, with primary support to internal and external customers across three primary US Army Garrisons. Responsibilities As a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST you will be responsible for the following duties: Briefs the home-station as well as DTRA-E leadership on status of projects, programs, logistics operations, and mission support status. Executes logistics missions across EUCOM and AFRICOM CCMDs. Assists in planning and coordinating all logistical actions in support of the development and execution of intricate and complex training events in support of DTRA led exercises. Participates in logistics operational planning meetings and teleconferences with supported customers. Performs multi-functional logistics planning, operations, supply, training and administration to support the requirements of DTRA. Provides the most immediate information and expertise on logistics problems and requirements, with responsibility for assuring the coordination of required support to ensure full operational capability. Provides advice, assistance and consultant service to Site Chief and staff activities of organizations and customers serviced. Assists supported elements in resolving logistics and facility support problems. Manages the German Value Added Tax (VAT) program for large government purchases. Attains certification to serve as a Custodial Agent for management of the Duty Free U.S. Forces Form 302 Customs Program for DoD Cargo. Coordinates with U.S. Customs agents in Garrison for program execution and official Customs documentation accountability. Manages the Agency’s Official Representational Fund (ORF) Gift program. Executes the Component responsibilities and guidance for the use of ORF as a method to support official courtesies for the purpose of maintaining the standing and prestige of the United States and the DoD with military dignitaries, civilians, and officials of foreign governments. Responsible for GSA and privately leased vehicle management across the theater. Responsible for oversight of facility management activities. Requirements Conditions of Employment Qualifications To qualify for the GS-14, you must have one year Specialized Experience equivalent to the GS-13 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience required for this position is: Experience with developing and implementing organizational goals, long and short-range plans and projects; delegating authority and responsibility to subordinates; Establishing overall logistics policies, priorities, and procedures; recommending changes to program goals and policies to higher authority; Formulating budget and execution requirements; providing advice and assistance in all functional areas; and Coordinating actions within and outside organizational lines; and resolving the most difficult problems which arise out of program operations. (This experience is clearly demonstrated in my resume) Specifically you will be evaluated on the following competencies: FACILITIES MANAGEMENT LOGISTICS OPERATIONS MANAGEMENT PROGRAM SUPPORT SUPERVISORY INFORMATION FOR OVERSEAS: Overseas tour of duty for Kaiserslautern, Germany is projected to be 36 months. – Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012. – Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above. Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years. . – Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members’ medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. – Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area. – May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism. – Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy. You may be required to sign a transportation agreement. Additional Information Travel in the performance of temporary assignments may be required up to 20% of duty time (CONUS/OCONUS). Travel to other US Army Garrisons and supporting agencies in theater is required. This is a drug testing designated position. The incumbent is required to pass a pre-employment drug test prior to being appointed and submit to random drug testing for the duration of their employment. Must be able to obtain and maintain a USAREUR drivers’ license. Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993. Employee is not required pass a medical examination as a condition of their employment, but must receive all required immunizations for the overseas/deployed locations.
