Summary You will serve as a Supervisory IT Specialist (PLCYPLN/INFOSEC) in the Command Information Office of NAVAL FAC ENGR CMD EUROPE SW ASIA. Responsibilities You will develop project plans, organize and conduct project team meetings, prepare status reports, and use authorized business tools to support CIO requirements. You will oversee work aligned with critical CIO priorities and supervise assigned personnel. You will provide assistance, guidance and mentorship to support and guide employees in their own professional growth and development. You will define and develop task flows to ensure resource and budget requirements are met. You will provide authoritative advice, direction and subject matter expertise on IT and cybersecurity operations. You will lead the planning, acquisition, implementation, coordination, and management activities necessary to carry out CIO program activities. You will participate in security programs and training to support the development, deployment, monitoring, and promulgation of security policy. Requirements Conditions of Employment Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Developing policies and procedures to minimize system vulnerabilities, to prevent and defend against unauthorized access to systems, networks, and data. 2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinating with technical and acquisition personnel and providers to ensure development, production, and fielding of highly effective systems to meet IT security requirements. 3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Serving as expert in the field of IT security, providing advice, consultation, and guidance to top management officials regarding all aspect of IT security and integration of operational programs. 4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing technical, financial and programmatic implications of potential IT security plans to ensure compatibility with IT architecture, standards and strategies. In addition to my experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and interpreting policies, procedures, and strategies governing the planning and delivery of Information Technology services; 2) Assessing the effectiveness of new or evolving IT security concepts, standards, and methods; 3) Interpreting cyber security mandates and directives to determine impact on programs, to include Facilities Related Control Systems (FRCS) and Industrial Control Systems (ICS); 4) Providing guidance to leadership, operational staff, and customers that enables a secure and available IT infrastructure and Information Technology/Operational Technology capabilities; and 5) Ensuring the integration of IT programs and services for compliance to IT policies and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education No minimum education requirements. DAWIA: This is a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Practitioner acquisition certification. The incumbent has 60 months to earn this certification. Cybersecurity: This position has been designated as a Cyber IT/Cybersecurity Workforce (CSWF) position in specialty area, Cyberspace Policy and Strategy Planner, code 752 and as a condition of employment, incumbents of the position are required to comply with DON Cyber IT/CSWF Program Requirements of SECNAV M-5239.2 SOFA Statement: If you are a dual citizen, please identify the countries of citizenship.
