Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Commander Navy Region Europe Africa Central ofCOMMANDER NAVY REGION EUROPE Capodichino, Italy. Responsibilities You will serve as the senior liaison for budget, accounting, and financial management policy and procedures within the organization. You will direct/ perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will provide interpretive and analytical advice on financial transactions and program execution. You will develop content to provide managers with various listing, reports, and data relative to status of funds and the propriety of obligations. You will ensure the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution and financial management reports. You will coordinate the development and reporting of cost/ performance in formation in support of mission tasks for the organization. You will prepare/ review responses to budget reviews or audits which involve financial management policy and procedure. You will evaluate issues of financial consequence raised in audit reports, budget reviews and recommend alternatives for corrective action. You will communicate financial management policies within the organization based on DON policy and develop/ issue implementing procedures. You will plan work, set priorities, and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will assign work to subordinates based on employee’s capabilities, priorities and difficulty. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, developing, managing or directing an integrated financial management system; 2) Planning, developing and/or modifying financial policies; 3) Preparing the operational budget of an organization; 4) Providing advice concerning the operational budget of an organization; and 5) Providing advice on audits in accordance with applicable rules and regulations. To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.
