Post Context/Post SummarySupreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.The J10 StratCom Directorate is responsible for Integrated and Strategic Communication direction and guidance, and provision of communication capabilities and information function, as they relate to Alliance operations, policy, exercises and defence planning during peace, crisis, and conflicts.The Plans, Training and Doctrine (PTD) Branch is responsible for the integration and synchronisation of strategic communication objectives and effects into all Allied Command Operations (ACO) related strategic planning for military operations and major exercises.The Capability coordinator is part of the Exercises and Training, Policy and Doctrine Cell within PTD Branch, and is responsible for the comprehensive knowledge on the StratCom capability and oversight of the planning and execution of projects and programs for which the J10 Division is responsible and their coherence with, and linkage to, the wider NATO Military Authorities and the Alliance nations.Principal DutiesThe incumbent’s duties are:1) Coordinate the StratCom capabilities requirements across all Lines of Development, including support to the NATO Defence Planning Process (NDPP) and Allied Command Transformation (ACT) Capability Development (CAPDEV) initiatives.2) Ensure all requirements derived from ACO planning is captured in the requirements processes.3) Participate in the Capability Area Group (CAG) and Force generation working shops and undertakes a regular assessment of Strategic Communications interests within all NATO military activity.4) Attend NATO Working Groups to maintain oversight of all internal and external interdependencies for those work strands for which J10 is responsible in order to achieve coherent alignment to the work of J10 Division.5) Provide advice to ensure long-term coherence of the overall capability programs.6) Ensures the delivery of the prioritised outputs of the overall capability programs.7) Coordinate the ACO J10 StratCom review of other doctrine to ensure consistency and alignment.8) Take part in ACO StratCom Training Events.9) Maintain professional relationships with military and civilian agencies, and commercial bodies to solicit information to support the continued development of J10 StratCom capability.10) Deliver, when required, StratCom Training at ETFs (within experience and competence).11) Perform any other related duty as assigned.Special Requirements and Additional DutiesThe incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.The risk of injury is categorised as No risk / risk might increase when deployed.Essential QualificationsA. Professional/Experience1) Experience working in national capability development and/or Strategic Communications related disciplines.2) Excellent communication, reporting, organisational, oral presentation skills.3) Demonstrates strong interpersonal skills and the ability to interact within a multicultural team and with diverse stakeholders across the organization.4) Proven ability to present information in a clear and logical manner both in writing and by other means with accuracy and attention to detail.5) Demonstrate ability to convey complex issues in a way that is simple and brief for wider audiences.6) Maintain and engage with a list of stakeholders to create a community of interest to optimise dissemination and input from other divisions.7) Demonstrate readiness to work in a military base with classified documents and limited access to public domain communication tools.B. Education/TrainingUniversity Degree and 1 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 2 years post related experience.C. LanguageEnglish – SLP 3333 (Listening, Speaking, Reading and Writing)Desirable QualificationsA. Professional Experience1) Previous NATO experience in Strategic Communications or related disciplines2) Knowledge of subjects of relevance to NATO StratCom3) Experience working at NATO or national military strategic level headquarters4) Previous working experience in an International Organization or public sector in a military community5) Experience in Project ManagementAttributes/Competencies1) Personal Attributes: The incumbent will need to display a high degree of professionalism, organizational skills, ability to coordinate with others and strong communication skills in the performance of his/her duties.

2) The post requires a proactive individual who is able to work independently but also contribute effectively as part of a team. Professional Contacts: The incumbent will be required to establish and maintain effective professional contacts with NATO agencies, civil academia and industry.3) Contribution to Objectives: The role will directly contribute to the outputs of the SHAPE J10 StratCom Division through enablement of the Capability coordination role. It will have a very influential role across ACO as it will represent and liaise with the whole J10 enterprise. The incumbent will directly represent Dir J10 StratCom during staff engagements with ACT.REMARKS:The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda.
