Post Context.The NATO Digital Staff (NDS) is an integrated staff composed of members of the International Military Staff (IMS) and International Staff (IS) at the heart of NATO’s Digital Transformation. The staff maintains digital subject matter expertise for providing the highest quality advice, policy and leadership to ensure the Alliance’s technological edge, enable data-driven decision-making and release the potential of multi-domain operations. The NDS is responsible for the establishment, maintenance and evolution of NATO as a digital, data-driven decision-making organisation where the power and potential of interoperable digital technologies and a data-centricity are fully exploited for the benefit of the Alliance. Led by the Director NDS, the Staff supports different NATO senior policy committees and in particular, the Military Committee (MC), the Digital Policy Committee(DPC) and the Cyber Defence Committee (CDC). It functionally operates under the co-ordinated executive management authority of the Director General of the IMS and the Assistant Secretary General for Defence Investment.The Digital Strategy and Policy Branch (DSP) acts as the lead branch for C3 Governance including Digitalization of NATO. This includes development of Alliance C3 strategies, policies and the promotion of a coherent application of architectural expertise and methodologies within NATO to enable the Alliance to conduct multidomain operations and ensure interoperability across all domains. In addition, DSP supports the work of the C3 Board substructure’s capability panels and teams in order to coordinate their efforts and programmes of work.In the context of the NATO 2030 agenda, the investigation of Emerging and Disruptive Technologies (EDT) is paramount to allow the identification of cutting edge solutions for NATO. The Staff Officer (EDT and Horizon Scanning) supports the work of relevant NATO committees, carrying out horizon scanning and foresight analysis activities to inform Allies on forecasted opportunities and challenges in the technology dimension.2. Principal Duties:a. The incumbent responsibilities are as follows:

  • Contribute to emergency disruptive technology analysis to identify emerging technologies that could impact our organization’s operations.
  • Participate in technology horizon scanning to identify emerging technologies that could be relevant to our organization’s operations.
  • Advise on the selection of technology solutions that will best meet the needs of the organization through integrated foresight analysis.
  • Contribute to the management of information and data within the Branch, and with associated committee and board structures.
  • Participate in meetings, seminars and workshops as required.
  • Represent, when appropriate, DSP in committees and working groups and participate in meetings at NATO Staff level, NATO committee level and with relevant external bodies and partners.
  • Participate in the process of creating briefings to NATO Staff and National representatives.
  • Contribute to the staffing of policy documents for committees’ approval.
  • Act as NDS representative to NATO and multinational groups as required.

b. Fulfilment of the responsibilities assigned to him/her for specific NDS goals, as appointed by the Branch Head.3. Essential Qualifications.Professional/Experience.

  • At least 3 years of working experience in a combination of the areas listed below:
  • Horizon Scanning and Analysis of technology trends.
  • Management of IT programmes and projects.
  • Strong analytical skills and the ability to interpret data to inform decisions.
  • Technical expertise and the ability to provide guidance on the selection of technology solutions.
  • Excellent drafting ability and communication skills, both oral and written.
  • Excellent presentation skills.

Education/Training.

  • University degree either in the field of Information Technology, Computer Science or Electronic Communications, or in the field of Political Science, is required.

Languages. Candidates must have a very good level of spoken and written English. The working language in the IMS is English and therefore candidates will be required to pass a one-hour multiple-choice computer-based test in English at the required level as well as to demonstrate their abilities in the written test and interview.Computer Literacy. Use of MS-Office applications in crucial to the effective and successful execution of daily duties. Advanced user experience with Word, Outlook, Excel and PowerPoint.4. Desirable Qualifications.Professional/Experience.

  • Having performed similar duties in the military, private or governmental sector.
  • Understanding of portfolio, programme and project management.
  • Demonstrated ability to operate effectively in a highly complex organisational context.

Education/Training.

  • Formal project management qualification.
  • Formal IT management qualification.
  • Non-specified training that will allow the incumbent to remain current or gain new skills associated with existing or emerging requirements of the post (within the context of the job description) may be provided by NATO in accordance with the IMS Training Policy.
  • NATO Consultation, Command, and Control (C3) Course – NSO (N5-35).

  • Security Clearance – NATO SECRET (if not currently held, the incumbent must be eligible for this level of clearance).

Additional Information.The successful candidate will fill this post as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term, the PLN will be deleted or absorbed into the ceiling pending approval or, exceptionally, will be considered for extension. The above remains applicable also if the successful candidate is seconded from a national administration.
