Post Context/Post SummarySupreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across Allied Command Operations (ACO).The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO’s strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.The Cyberspace Service Management Branch provides the primary interface for ACO engagement with NATO Communications and Information Agency (NCIA), exercises oversight from operational acceptance of all cyberspace capabilities that deliver Communication and Information Systems (CIS) services and support to ACO, including the centralised service.This position will manage Operational Requirements for the following Cyberspace service areas, as part of the NATO 2030 Digital Backbone: Core Communications and Cybersecurity as assigned by the SDMO Head.In addition to Operational Requirements management, this position will have a lead role, for the assigned capability areas for:1. Collecting Operational requirements and development of Operational Requirements Statements (ORS);2. Developing Operational Acceptance Criteria and managing the Operational Acceptance;3. Supporting the capability development (Capability Requirements Brief (CRB), Capability Programme Plan (CPP) review);4. Supporting project implementation and project monitoring and reporting;5. Operational Risk management.Principal DutiesThe incumbent’s duties are:1. Manage Operational Requirements for the assigned Cyberspace service areas: Core Communications and Cybersecurity;2. Lead the development, coordination and approval of related deliverables (i.e. ORS, Urgent Requirements, Minor Works).3. Support ACOS J6 in Senior Requirements Owner (SRO) role;4. Coordinate, review, provide inputs within the capability development process;5. Support project proposal development and project implementation;6. In coordination with NCIA PMs and ACT staff contribute to the Operational Acceptance Criteria development and sign off by SRO;7. Lead operational acceptance planning, execution and OA report sign off by SRO;8. Support related management boards, functions, groups and governance boards, committees and bodies as well as direct support to DCOS Cyber / ACOS J6Cy at in their Capability Management Function roles.9. Contribute to capability-related resource and budget planning;10. Contribute to the development of Service Level Agreements and ensure proper transition of projects into services;11. Liaise with NATO commands on operational requirements and resources required to effectively implement enterprise cyberspace services and capabilities;12. Lead project analysis, monitoring and reporting on projects scope, timelines, O&M cost change analysis and impact;13. Lead operational risk management for owned services projects and capabilities. Recommend and implement related risk mitigation actions.14. Lead operational acceptance management for the assigned services projects. Develop Operational Acceptance Criteria, plan acceptance activities, lead testing for operational acceptance and the development of respective reports, for SRO approval.Special Requirements and Additional DutiesThe incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.Essential QualificationsA. Professional/Experience1) Minimum of 4 years of experience in CIS requirements development.2) Minimum of 4 years of experience in IT/CIS Project Management.3) Experience in writing Operational Requirements for Cyberspace services, acceptance criteria, agreements (MoUs), procedures, reports and directives.4) Experience in service delivery and management methodology.B. Education/TrainingUniversity Degree in a related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related experience.C. LanguageEnglish – SLP 3333 (Listening, Speaking, Reading and Writing)Desirable QualificationsA. Professional Experience1) Knowledge of NATO military headquarters CIS requirements;2) Knowledge of NATO headquarters operational functions;3) Knowledge of NATO financial / budget policy and procedures;4) Knowledge of NATO Capabilities delivery process;5) Experience in providing CIS support to military operations.B. Education/Training1) Information Technology Infrastructure Library (ITIL);2) Project in a Controlled Environment (PRINCE2) or other Project Management Methodology3) Risk Management;Attributes/CompetenciesPersonal Attributes:1) Organised and skilled in documenting and expressing complex interoperability arrangements.2) The candidate must be proactive and able to work independently within the constraints and directives imposed.3) Strong analytical and synthesis skills.4) Fairness in conduct and interpersonal relations.REMARKS:Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).
