Organizational Context and Scope

Under the direct supervision of the Global Thematic Specialists (GTS) for Climate Action and Migration Health, the Thematic Support Associate will support both the GTSs in relation to EU-funded projects and advocacy to contribute to IOM’s strategic thematic engagement vis-a-vis the EU institutions. The Thematic Support Associate (Climate Action and Migration Health) will support the GTSs with the followings functions: policy advocacy, liaison, and donor compliance, resource mobilization, and support to offices implementing EU-funded projects on environment/climate mobility and migration health on knowledge management and learning, capacity building for Country Offices (COs) and Regional Offices (ROs), and field visits to support reporting, evaluation, audits, and verifications.

Responsibilities and Accountabilities

Strategic Engagement

  • Policy and Advocacy: Under the supervision of both GTSs, provide support to thematic advocacy and communication of IOM’s strategic position to EU Institutions, Bodies, and Agencies. This includes support preparation of regular in-person briefings on CAD and MHD matters for relevant EU Institutions, Bodies, and Agencies.

    • Liaison and engagement: Under the guidance of both GTSs, provide support to the development, expansion, implementation, and/or revision of strategic plans, frameworks, and agreements, including the IOM-EU Strategic Cooperation Framework, annual workplans, and others in coordination with the other GTSs.
    • Monitoring: Support monitoring and analysis of MHD and CAD-related regional developments, policy, priority changes, challenges, and positions of EU Institutions, Bodies, and Agencies.

Technical Support to Regional and Country Offices

  • Coordination: Support the internal coordination with relevant colleagues on thematic issues and emerging opportunities, risks, and challenges related to EU policy and funding, including on links between thematic areas and opportunities to mainstream crosscutting issues.
  • Capacity Building: As delegated by the GTSs, support the development of capacity building initiatives for ROs and COs staff on EU engagement, advocacy, priorities, and fundraising as well as project development, implementation, reporting, and compliance for EU-funded programming.
  • Thematic donor compliance: Under the supervision of the GTSs, support the provision of thematic guidance to ROs and COs on CAD- and MHD-related EU priorities, and strategies to enhance programming and reporting for EU-funded projects relevant to the two thematic areas and linkages between the two.
  • Programme review and submission: When delegated by the GTSs, support the secondary review for EU-funded projects, in both central and decentralized funding models, as well as direct and indirect funding. Support IOM COs and the GTSs in the submission of EU funded project proposals via the European Commission Portal.
  • Resource mobilization and funding: Support mapping and monitoring of CAD- and MHD-related EU funding instruments to share opportunities and calls for proposals to ROs and COs. As required, provide support to GTSs in preparation of negotiations with EU donors, and assist in liaising with relevant Offices on projects, policy issues, and matters related to CAD and MHD project development and resource mobilization.
  • Monitoring: Provide support to COs and ROs in follow-up on EU-funded projects on emerging challenges, trends, opportunities, and risks to relevant colleagues

Knowledge Management and Learning

  • Knowledge Management: Contribute to knowledge sharing platforms and disseminate innovative and best practices for EU funding, advocacy, and engagement to external partners and stakeholders and IOM relevant colleagues. Additionally, collect and disseminate information and updates to COs, ROs, and HQ on EU policy, decisions, funding, priorities, opportunities, and interests through internal positioning papers and analysis, in coordination with the RTSs.
  • Learning: Gather, disseminate and support the implementation of best practices and lessons learned from evaluations, audits, and implementation of EU-funded programmes.
  • Perform any other duties as may be assigned.
