Job Title: Senior Planner | Associate Town Planner | Director

Location: Dublin

Penguin Recruitment is delighted to be supporting one of Ireland’s leading planning, environmental, and ecology consultancies in the appointment of a Senior to lead the Dublin Office.

This is a senior leadership opportunity for an experienced planning professional to take ownership of a growing Dublin-based Planning team and play a key role in shaping major urban development, infrastructure, and environmental projects across Dublin and the wider Eastern region.

The Opportunity

This role offers the chance to step into a pivotal leadership position within a nationally respected consultancy. You will lead and develop a high-performing Planning team, provide strategic direction across project delivery, and drive the continued growth of the Dublin office.

Key Responsibilities

Strategic Leadership & Team Development

* Lead, manage, and grow a multidisciplinary Planning team based in Dublin
* Provide strategic direction for project delivery, team development, and office operations
* Recruit, mentor, and develop planners to support both immediate delivery and long-term growth
* Foster a collaborative, high-performance culture focused on quality and innovation

Project Oversight & Delivery

* Oversee the preparation and delivery of planning applications, development plans, masterplans, and planning policy reports
* Ensure projects meet all regulatory requirements, timelines, and client expectations
* Provide senior technical oversight across a diverse portfolio of projects

Client & Stakeholder Engagement

* Build and maintain strong relationships with public and private sector clients, local authorities, developers, and stakeholders
* Act as a senior representative at public consultations, hearings, and professional forums
* Provide trusted strategic advice and lead negotiations where required

Business Development & Growth

* Identify and pursue new business opportunities within the planning and development sector
* Lead or contribute to proposals and tenders for major development and infrastructure projects
* Support the strategic expansion of the Dublin office and wider regional presence

About You

We are seeking an experienced and strategic planning professional with strong leadership capability and a passion for sustainable development.

Essential requirements:

* Degree (and ideally a Master’s) in Town Planning, Urban & Regional Planning, or a related discipline
* Chartered Membership of the Irish Planning Institute (IPI) or equivalent
* Minimum of 7 years’ post-qualification experience, including senior or leadership experience
* Proven track record delivering complex planning applications and leading project teams
* In-depth knowledge of the Irish planning system, legislation, and policy framework
* Strong client-facing, stakeholder engagement, and negotiation skills
* Excellent written and verbal communication skills
* Experience managing budgets and resources within a consultancy or public sector environment
