Post Context.The NDS is an integrated staff composed of members of the International Military Staff (IMS) and International Staff (IS) at the heart of NATO’s Digital Transformation. The staff maintains digital subject matter expertise for providing the highest quality advice, policy and leadership to ensure the Alliance’s technological edge, enable data-driven decision-making and release the potential of multi-domain operations. The NDS is responsible for the establishment, maintenance and evolution of NATO as a digital, data-driven decision-making organisation where the power and potential of interoperable digital technologies and a data-centricity are fully exploited for the benefit of the Alliance. Led by the Director NDS, the Staff supports different NATO senior policy committees and in particular, the Military Committee (MC), the Digital Policy Board (DPC) and the Cyber Defence Committee (CDC). It functionally operates under the co-ordinated executive management authority of the Director General of the IMS and the Assistant Secretary General for Defence Investment.The Digital Capabilities Branch (DC) acts as the Staff lead for C3 Capability Development, C3 Defence Planning, Combat Identification and Navigation capabilities; facilitates Electromagnetic (EM) Spectrum availability, develops policies for EM Operations ensuring effective and efficient use of Spectrum resources, and provides a Spectrum Management service for commonly-agreed NATO bands and frequencies.The Senior Engineer Defence Planning progresses and supports the C3 Planning Domain with a particular focus towards the inclusion and integration of the Digital Transformation ambitions into the NATO Defence Planning process and the alignment of NATO’s and national targets. This will require a close coordination and cooperation with C3 Capability Development activities.2. Principal Duties.In the context of the NATO 2030 agenda, the incumbent is responsible to support the implementation of NATO’s Digital Transformation supported by a Digital Backbone. The successful implementation of this essential component is predicated on the alignment of coherent development of capabilities supporting this backbone. This is to be supported and ensured through the alignment of NATO’s and national targets defined within the NDPP. The incumbent will support the implementation the NATO Digital Backbone by:

  • Assessing current and planned NATO and national Digital Transformation plans.
  • Providing recommendations to ensure alignment and coherence of ongoing NATO and national Digital transformation programmes as well as C3 Capability Development activities.
  • Ensuring the inclusion and integration of the Collective (NATO) and individual (national) targets into the NATO Defence Planning Process, supporting Digital Transformation and the Digital Backbone.
  • Performing similar duties in other areas of competence of the Branch.
  • Coordinating, and chairing as required, meetings of NATO stakeholders with the aim to progress the planned implementation of NATO’s Digital Transformation and Digital Backbone.
  • Coordinating and/or supporting the development of processes to optimize the implementation of agreed Digital Backbone requirements;
  • Acts as coordinator of inter-Staffs activities for the NDS, as appropriate;
  • Acts as NDS representative to NATO and multinational groups as required;
  • Provides programme management functions and participates in the works of Integrated Project Teams as directed by the Branch Head for the accomplishment of NDS and DC target activities for the accomplishment of NDS and DC target activities;

3. Essential Qualifications.Professional/Experience.

  • Working experience of at least seven years in the areas of C3 Capabilities development and management, of which no less than three years should be in an International environment.
  • Experience in the management of groups and in the organisation and conduct of meetings.
  • Excellent drafting ability and communication skills.
  • Excellent presentation skills.

4. Education/Training.

  • University degree (Bachelor level) in the fields related to Information Technology or Computer Science or Electronic Communications.

Languages. Candidates must have a very good level of spoken and written English. The working language in the IMS is English and therefore candidates will be required to pass a one-hour multiple-choice computer-based test in English at the required level as well as to demonstrate their abilities in the written test and interview.Computer Literacy. Advanced user experience of Microsoft Office (Outlook, Word, Excel, PowerPoint), and working knowledge of SharePoint5. Desirable Qualifications.Professional/Experience.

  • 10 years experience in architectural analysis, information exchange and interoperability in support of consultation, command and control of operational military CIS systems.
  • Experience with planning methods and tools

Education/Training.

  • Master Degree in Information Technology or Computer Science or Electronic Communications.
  • Certification in project management.
  • NATO Consultation, Command, and Control (C3) Course NSO (N5-35).
  • NATO C4ISR Orientation Officers Course – NCI Academy (0101)
  • NATO Senior Officer Policy Course – NSO (N5-31)

Languages. An elementary level of French.6. Personal Attributes.The incumbent should be able to:

  • Conduct as Chairman or Secretary of multinational groups, workshops and symposia.

8. Contribution to the Objectives.

  • Directly contribute to the operation of the NDS in accomplishing its mission in providing advice to Governance bodies across the entire C3 common funded capability life-cycle.

9. Remarks.

  • Security Clearance – NATO SECRET (if not currently held, the incumbent must be eligible for this level of clearance).
  • Work Environment – Multinational work environment and work with groups where members represent sovereign Nations.

Additional Information.The successful candidate will fill this post as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda.
