Who we’re looking for:
The ICF Research lob working for the European institutions (PRES-EU Team) and more specifically the legal cluster in charge of legal studies for the European Commission and DG JUSTICE in particular – has just been selected to conduct legal studies, evaluation and impact assessments of legal instruments for the next four years.
In view of the upcoming workload on diverse and varied themes such as company law, contract law, the digitalisation of justice and the use of AI, data protection, criminal procedure and judicial cooperation, consumer protection, the rule of law and equality and non-discrimination policies, ICF’s legal team is looking for a Senior consultant to join its well-established practice.
The successful candidate will have a legal background with a full legal education (from 1st year undergraduate to completion of Masters) and a solid understanding of and interest in EU policies related to civil & commercial/company law and the challenges of functional cross-border justice . S/he should have several years of experience in legal research and analysis and in drafting reports. S/he should have expertise in several of the subjects falling under DG JUSTICE remits (preferably civil & commercial justice, data protection, digitalisation and AI). The ideal candidate is familiar with tendering procedures and is prepared to take on a project management role.

You will be a core part of our growing and dynamic team of policy and legal analysts, economists and social scientists who have a passion for applying their skills and knowledge in helping our clients solve some of the most complex challenges. You will play a key role in further developing our portfolio and track record in the policy areas covered by DG Justice. You will be responsible for contributing to legal research assignments, evaluations, impact assessments and feasibility studies mainly, but not exclusively, commissioned by DG Justice. The role provides an excellent opportunity to demonstrate strong analytical skills, organisational skills and report writing skills. You will have the chance to develop your knowledge and skills further through excellent training and development opportunities.
Your main responsibilities will include:
Undertake and oversee research , analysis and data collection activities;
Report-writing and presentations;
Contribute towards the preparation of tenders and reports for the European Commission;
Carry out research and field work tasks on specific EU Member State;
Conduct qualitative and to a lesser extent – quantitative analysis
Arrange, conduct and facilitate interviews , surveys
Accompany colleagues on site visits and to client meetings
Collaborate closely with other project teams, and external partners and stakeholders
You have:
A full legal education in one of the EU Member State;
Demonstrable interest in private law matters (civil & commercial/company law) and/or data protection ;
At least six years’ work experience within a law firm, research centre, consultancy or in the context of EU law and policies;
Strong research, analytical and reporting skills;
Sound knowledge of European policy making process and EU Institutions;
Good written and oral communication skills (fluency in EN and at least another EU language)
High level of attention to detail and accuracy

Excellent time management skills and the ability to multi-task in a fast-paced environment.
Ability to work within multi-cultural, multi-disciplinary teams spread across several countries.
Ability to be flexible to handle multiple priorities, and manage a varied workload to achieve agreed deadlines without compromising quality or standards
Ability to demonstrate a can-do approach, as a problem solver and team player
