NATO HQ, Brussels, BelgiumImportant Note: this post is based in Brussels and involves travel to Kyiv, Ukraine, rated as an extreme risk location by the NATO Office of Security (NOS). Special security measures will apply when travelling to Ukraine.As a Senior Category Manager in the Office of Financial Control (OFC), you will manage procurement activities ensuring compliance with financial regulations and standards focusing primarily on the NATO support to Ukraine. You collaborate with stakeholders at NATO Headquarters (HQ) and NATO Representation to Ukraine (NRU) to implement sourcing strategies that prioritise quality and cost-effectiveness, bearing in mind the local context. You also assist in policy drafting and organisational improvements. With legal authority, you’ll negotiate contracts on behalf of the organization and the NRU.The key accountabilities of the role are to:

  • Apply and develop professional procurement skills and/or knowledge of procurement law, policies, regulations, practices, and NATO policies and procedures. Serve as subject matter expert for procurement assessments.
  • Formulate procurement strategies, implement plans, and monitor progress. Contribute to initiatives transforming NATO’s financial and procurement management domain.
  • Coordinate procurement actions ensuring NATO standards are applied to the NRU.
  • Implement a comprehensive procurement KPI framework for performance monitoring and risk mitigation.
  • Collaborate with Head Procurement and the Head, Finance and Administration to develop and update procurement policies. Ensure adherence to standards and contribute to NATO policy development where applicable.
  • Establish efficient e-procurement systems, conduct market analysis, and assess vendor viability. Produce procurement reports and KPIs to enhance understanding of performance and identify opportunities for improvement.

You report to the Head of the procurement at NATO HQ and collaborate closely with key stakeholders in the NRU. You will also interact with external suppliers on a regular basis.The requirements for the role are the following:

  • a degree in economics, trade, purchasing, accounting, business administration, finance, management or related discipline from an institute of recognised standing or equivalent qualification in public finance;
  • at least 3 years of experience as category manager or senior procurement officer or equivalent function, preferably, in services, non-manufacturing, or public sectors
  • at least Level 4 United Nations Development Programme (UNDP) / Chartered Institute of Purchasing and Supply (CIPS) certified or possess an equivalent level of qualification granted by a national professional association or academic institution
  • proficiency in contemporary strategic sourcing processes, especially in non-manufacturing and public sectors
  • experience in supplier evaluation, contract management, and negotiation, with a strong focus on integrity and communication.
  • flexibility to travel to the NRU in Kyiv, Ukraine (at least once per quarter)
  • ability to communicate effectively, including to prepare clear and concise written and verbal reports, and with strong briefing skills;
  • possess the following minimum levels of NATO’s official languages: English V (“Advanced”); French II (“Elementary”).

The following requirements would be considered an advantage:

  • professional certification and designation equivalent to the CIPS Professional Diploma in Procurement and Supply granted by any of the national professional associations federated under the International Federation of Purchasing and Supply Management (IFPSM) (desirable);
  • experience working with geographically diverse teams (desirable);
