If more than 5 pages are submitted, only the first 5 pages will be reviewed to determine your eligibility/qualifications About the Position: serve as a technical Security Specialist (Physical), advisor and senior contracting officer’s representative (COR) to the USAG Bavaria Commander on physical/ground security, related crime prevention issues in support of the installation Antiterrorism (AT)/ Force Protection (FP) program and contract guard related issues. Responsibilities Develops new, or updates existing, physical security policies, procedures and plans in conjunction with the USAG Bavaria, Directorate of Emergency Services (DES). Coordinates with functional specialists at various org levels (e.g., USAG, HQ IMCOM) and with representatives of host nation authorities to develop directives that reflect current threat assessments and unique aspects of security operations. Provides advice on various programs associated with security, including crime prevention, Command Security Upgrade Program (CSUP), anti-terrorism and demonstration activities, requests for intrusion detection systems, etc. Coordinates with functional specialists to conduct surveys, analyze crime statistics, identify problem or vulnerable areas, and provide recommendations to enhance the effectiveness of installation security measures. Participates in disseminating pertinent information to increase community awareness of assailable situations, changes in threat conditions, and crime prevention techniques. Serves as an action officer and senior contracting officer’s representative (COR) with responsibility for validating and monitoring the development and implementation of USAG Bavaria wide security guard service contracts at one or more locations. Maintains currency of the USAG Bavaria Performance of Work Statement (PWS) for contract guard services and develops, coordinates, and publishes changes to the PWS and implementing instructions, as appropriate to the areas of assigned responsibility. Coordinates COR training and conducts periodic COR workshops to enhance cooperation and program management. Visits field locations to determine the adequacy of local programs and to resolve contract issues. Specialized Experience: One year of specialized experience which includes performing physical security inspections and surveys to identify vulnerabilities; reviewing physical security design concepts, construction and electronic security systems; and assisting with developing technical advice on physical security policies and programs and experience as a contracting officers representative (COR) for centralized security equipment or service contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Operations Security Physical Security Security Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). If you are currently stationed in the overseas area as a civilian, all of your overseas time may be credited toward your current overseas tour and date, which may require an overseas tour extension (OTEX). Your overseas time served will not reset upon accepting this assignment. If you have returned from OCONUS within the past two (2) years or less, your time previously served in the OCONUS area as a civilian may be credited to your five (5) year overseas rotation. Depending upon total prior tour length, without the required reset time you could be ineligible for selection. MILITARY SPOUSE & FAMILY MEMBER PREFERENCE: To use your preference eligibility, you must physically be at the new duty station identified on the PCS orders. MILITARY SEPARATING (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child’s age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care up front and seeking reimbursement through claim with insurance provider. Access for civilian employees and their families to military medical and dental treatment facilities is on a very limited space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
