Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 21st Theater Sustainment Command, Kaiserslautern, Germany. Responsibilities Processes the full range of security investigations and clearances. Reviews and analyzes results of investigations. Coordinates security requirements for individuals affiliated with US Army as military or civilian employee, contractor or consultant. Recommends appropriate action when derogatory information is surfaced on individuals with access to classified information. Researches and interprets organization’s regulations, locate specific guidance, and apply them to determine appropriate courses of action. Identifies, analyzes, evaluates and recommends solutions for procedural inconsistencies/discrepancies among guidelines for personnel security for serviced activities. Understands commonly applied security principles, concepts and methodologies to independently complete assignments. Coordinates with security managers at other locations to verify or clarify information pertinent to security clearances or interpretation of guidelines. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience providing assistance with the administration, implementation and enforcement of a Personnel Security (PERSEC) program; also includes experience resolving daily and non-routine PERSEC issues. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). OR A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. You will be evaluated on the basis of your level of competency in the following areas: Communications Personnel Security Technical Competence *PLEASE NOTE* -If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. -If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child’s age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12. -Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage. TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will converted to a term appointment. Term positions in DCIPS may be extended up to a maximum of five years. This position may be converted to permanent without further competition after completion of two years of continuous service in this position.
