Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Responsibilities Develops or supports development of local PHYSEC policies, standards, and procedures, and provides technical guidance designed to protect personnel, facilities, property, and other assets. Prepares SCIF accreditation documentation (i.e. Concept Approval, Fixed Facility Checklist, TEMPEST Addendums, facility modification documentation, Accreditation, etc.). Maintains applicable SCI directives, regulations, manuals, and guidelines to adequately discharge SCI and SCIF duties and responsibilities. Provides oversight, guidance and direction to all personnel, including, but not limited to civilian, military and contractor personnel assigned and/or attached under SOFCOM cognizance. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-[11] that prepared you to do this job. Specialize experience is defined and experience which includes experience interpreting, evaluating, and or implementing national security policy in two or more of the following disciplines: Personnel Security, Physical Security, Information Security, Sensitive Compartment Information (SCI) and Special Access Programs (SAPs). This definition of specialize experience is typical of work performed at the next lower grade/level in the Federal service. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. You will be evaluated on the basis of your level of competency in the following areas: Information Security Personnel Security Physical Security Security Program Management Accountabilities This is an Emergency-Essential (E-E) position subject to deployment; E-E employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Anthrax inoculation program participation may be required to meet deployment requirements. This position is considered E-E in support of Army’s mobilization and wartime mission during periods of increasing tension and mobilization. Position is considered E-E because (1) no qualified and immediate replacement exists; and (2) having it vacant would (a) impair the effective operation of essential military support systems, or (b) adversely impact the combat mission of deployed forces. Failure to remain in your position may result in separation for the efficiency of the Federal Services. E-E Civilians are required to sign a DOD Form 2365; the employee agrees that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority. Single parents or families, where both parents are emergency essential, are required to prepare a family care plan. E-E employees may be required to undergo nuclear-biological and chemical training, and to participate in readiness tests, mobilization, alerts, and field training exercises. Employees must pass a medical examination and receive required immunizations for the overseas/deployed location. E-E employees may be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments. This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD’s initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location.
