Summary You will serve as a SECURITY SPECIALIST in the U.S. Sixth Fleet CNE-CNA-C6F of COMMANDER US NAVAL FORCES EUROPE Capodichino, Italy. Responsibilities You will provide expertise in matters pertaining to Access Control, Physical Security, Personnel Security, Industrial Security, Information Security and the safeguarding and destruction of classified information. You will protect the command from unauthorized disclosure, access, and/ or the compromise of vital information related to mission interest and the defense of our nation. You will execute and enforce all operational, functional, and mission assurance aspects as the Assistant Personal Security Representative. You will ensure classified material is properly protected and security clearance requests are accurately submitted into the Electronic Questionnaires for Investigations Processing (e-QIP). You will conduct in/ out-processing of personnel ensuring appropriate security briefings/ debriefings are completed and documented. You will serve as Visitor Control lead by receiving, reviewing and processing incoming visit requests, providing the required forms/ documentation for access to the command and issue access control badges. You will ensure proper vetting/ badging and monitor status until approval has been received and that all approved visitors are entered into command visitor log. You will manage the access control for the command, review policy directives from high authority, develop and prepare implementing procedures and guidelines, prepare memorandums and plans for assigned areas of responsibility. You will prepare general publication and special instructions (Standard Operating Procedures) and ensure they remain current. You will aid in planning to incorporate security into modifications/ renovations of security spaces. You will oversee, direct, monitor and conduct security surveys to monitor and enforce implementation and oversight of DoD Information Security Programs. You will develop, implement and administer the Industrial Security Program and enforce all operational, functional and mission assurance aspects of the program to include the maintenance of adverse information reports. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS 07-10) or pay band in the federal service or equivalent experience in the private or public sector. Specialized Experience may include: 1. Manages the visitor badge and pass program and validates inventory management for badge accountability 2. Ensures security clearance requests are accurately submitted in the Electronic Questionnaires for Investigations Processing (e-QIP), and similar related material for information that adversely reflects on the individual’s loyalty or character 3. Performs in-processing of new employees and debriefings on departing personnel when required. Manages the visitor badge and pass program and validates inventory management for badge accountability 4. Develops, implements, and as a command subject matter expert, administers the Industrial Security Program, and enforces all operational, functional, and mission assurance aspects of the program to include the establishment and maintenance of adverse information reports 5. GS-09: Successful completion of master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related GS-11: Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related A transcript must be submitted with your application if qualifying using education. See Required Documents for additional information. Conditions of Employment: This position requires walking, standing, bending, and lifting to accomplish functional tasks as required. The position may require negotiating three flights of stairs. The work is primarily sedentary and is usually accomplished while the employee is seated at a desk/table or attending a conference/training. The incumbent may be required to go outside the building to perform perimeter security inspections within the working compound, respond to fire/security alarms and accompany first responders (when possible) to affected areas within the secure spaces. When deployed, the work environment will be on a ship or austere setting. This position has been identified as a designated position under the Drug Free Workplace Program. Incumbent of this position is subject to the possibility of a random drug test. The employee must be deployable. As situations warrant, employee will be required to perform duties while deployed at sea or remote work locations to support various exercise/operations. Travel in military and/or commercial aircraft to perform temporary duty assignments may be required. Employee must pass a medical examination and as required, receive immunizations or prophylactic medicine for overseas/deployed locations. This position is indexed as requiring a Tier I, Department of Defense Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification, and Security Program Integration Professional Certification conferrals are required within two years of the appointment to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.
