Post Context/Post SummarySupreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.The primary focus of the Management Directorate (MGT) is to provide all the necessary staffing and real-life support functions to enable SHAPE to deliver its critical outputs as a Strategic Military HQ. The Directorate acts as the HQ’s conduit to member nations (through NMRs) and to host nation authorities.The Base Support Group (BSG) ensures an adequate infrastructure exists to support the operational requirements of all NATO and NATO-related entities located within the SHAPE campus.The Base Support Management Branch (BSM) provides overall management support and co-ordination in all branches within BSG.The Linguistic Services Section (LS) ensures that SHAPE is able to communicate internally and externally in more than one language.Principal DutiesThe incumbent’s duties are:1) Is the Coordinating Authority for ACO Linguistic Services and in that capacity provides direction in developing policy and plans, and organizes linguistic services in peacetime and crisis response operation (CRO) HQs, taking part in the recruitment of linguists and helping to coordinate and/or support opportunities for continued professional development of linguists across ACO.2) Manages the SHAPE Linguistic Service to ensure that the services provided are of full professional standard and are produced in the most cost-effective manner.3) Gives professional advice and direction on linguistic matters to SHAPE and other ACO headquarters.4) Ensures that linguists receive adequate training on and off the job.5) Provides budget inputs related to his/her field of activity.6) If qualified, interprets to a full professional standard not requiring guidance, from English into French and French into English.7) If qualified, occasionally translates from other languages into English or into French.The incumbent has the following NATO committee responsibilities (not exhaustive), which may be delegated:1. Member of the Military Committee Terminology Board (MCTB)2. Member of the NATO Linguistic Services Conference (CSLO)3. Member of the Bureau for International Language Coordination (BILC)4. Member of the NATO Standardization Staff Group Terminology Sub-Group5. Member of the NATO Ad Hoc Terminology Group/Board as required6. Fund manager (JA1) – ACO Linguistic services.Special Requirements and Additional DutiesThe incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries, for a period up to 180 days. They may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.Essential QualificationsA. Professional/Experience1) A minimum of six years of experience as a professional translator or conference interpreter.2) Experience of supervising or leading teams of professional linguist services.3) Experience in an international environment/multicultural setting.B. LanguageEnglish – SLP 4444 – (Listening, Speaking, Reading and Writing)French – SLP 4444 – (Listening, Speaking, Reading and Writing)C. EducationUniversity degree in linguistics, translation, and/or interpretation, and 6 years’ post-related experience, or higher secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 8 years’ post-related experience.Desirable QualificationsA. Professional Experience1) Understands the principles of terminology management.2) Is able to interpret in all modes from English into French and vice versa.3) Is able to translate and revise from French into English or vice versa.4) Has sound knowledge of translation memory systems (including commercially-available terminology databases) and/or conference interpretation systems, as well as related systems.5) Understands conference interpretation formats/modes and/or experience defining requirements for linguistic facilities during modular or permanent construction.6) Knowledge of NATO-agreed terminology used by the Inter-Ministerial Committee for Host Nation Policy (CIPS) and terminology used in civilian personnel matters within Allied Command Operations (ACO) or in SHAPE.7) Previous experience working in a NATO Body, the European Union or the United Nations.B. Professional Contacts: With work associates, offices in all ACO headquarters at different levels, representatives of nations and other NATO bodies on NATO committees, linguistic colleagues in other international organizations, professional associations, freelance linguists, etc.2. Contribution to Objectives: The incumbent is responsible for achieving the objectives of the Linguistic Service, i.e. They enables the organization to communicate clearly in a variety of languages at every level in areas ranging from policy and operational matters to technical, legal, contractual and personnel issues.3. Supervisory Responsibilities: Depending on requirements, the incumbent may be required to direct and supervise the work priorities of one or more HQ multifunctional teams.REMARKS:Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).
