The Role

Aviation Security is introducing a risk-based, intelligence-led approach to regulatory oversight, enabling oversight activities to be targeted proportionally according to risk, performance, confidence and organisational maturity.

Reporting to the Risk Based Oversight (RBO) Lead, the RBO Adviser supports the development, implementation and continuous improvement of the AvSec RBO operating model. Working across operational, assurance and specialist teams within Aviation security and the wider CAA, the role contributes to the delivery of RBO objectives through analysis of oversight information, support to entity review activities, and the development of processes, guidance and supporting documentation.

The role holder will help translate oversight data, performance information and stakeholder feedback into practical improvements that enhance regulatory effectiveness, support confidence-based oversight decision-making and promote the efficient use of oversight resources.

The role will play a key part in supporting the ongoing RBO Proof of Concept and the evaluation of its outcomes, helping to inform recommendations on the future implementation and wider roll-out of the RBO operating model across Aviation Security.

Core Accountabilities

The principal accountability of this role is to support the development, implementation and continuous improvement of the Aviation Security Risk Based Oversight (RBO) operating model, contributing to the successful delivery of the RBO programme and associated workstreams. This shall include the following elements:

• Support the delivery of the AvSec RBO Proof of Concept and associated workstreams under the direction of the RBO Lead.
• Analyse oversight, performance and assurance information to identify risks, trends, insights and opportunities for improvement, supporting evidence-based confidence assessments and oversight decisions.
• Support the preparation, coordination, facilitation and delivery of entity review activities, including the development of supporting documentation and data products.
• Contribute to the development, maintenance and continuous improvement of RBO processes, procedures, guidance material and supporting tools.
• Work with Compliance, Assurance and specialist teams across AvSec to support the development of confidence-based oversight methodologies and associated decision-making frameworks.
• Support the collection, validation, analysis and presentation of data used to inform oversight strategies, confidence assessments and resource allocation decisions.
• Support the development, implementation and integration of new systems, tools and digital solutions that enhance the delivery, scalability and effectiveness of the RBO operating model.
• Contribute to the modernisation of oversight data management, reporting, visualisation and automation, helping to improve data quality, accessibility, efficiency and decision-making across Aviation Security.
• Engage internal and external stakeholders to support the implementation of the RBO operating model and promote understanding of RBO principles and benefits.
• Assist in identifying, documenting and tracking risks, issues, dependencies and opportunities for improvement arising from stakeholder feedback, oversight activities and programme reviews.
• Produce reports, dashboards, presentations and management information to support governance, decision-making and programme reporting.
• Work collaboratively with colleagues across Aviation Security and other CAA business areas to promote consistency, standardisation and sharing of good practice in risk-based oversight.
• Support the evaluation of RBO outcomes and Proof of Concept findings, contributing to recommendations regarding the future implementation and wider roll-out of the RBO operating model.
• Support the development and maintenance of RBO training materials, guidance documentation and communications to promote consistent understanding and adoption of RBO principles across Aviation Security.

About You

Essential:

• Experience of analysing, interpreting and presenting data to support decision-making, performance monitoring and continuous improvement.
• Experience of working with large and complex datasets, identifying risks, trends, insights and opportunities for improvement.
• Strong analytical and problem-solving skills, with the ability to translate data and stakeholder feedback into practical recommendations and actions.
• Experience of developing, maintaining or improving business processes, reporting mechanisms, systems or operational frameworks.
• Experience supporting business change, continuous improvement or transformation initiatives.
• Experience supporting the implementation, enhancement or integration of business systems, digital tools or reporting solutions.
• Good working knowledge of Microsoft Office applications, particularly Excel, and the ability to work effectively in a digital and paperless environment.
• Ability to communicate complex information clearly and effectively to a range of audiences with differing levels of knowledge and experience.
• Strong written and verbal communication skills, including the ability to prepare reports, presentations and management information.
• Ability to work collaboratively and build effective working relationships across multiple teams and stakeholders.
• Ability to work independently, exercise sound judgement and identify when matters require escalation.
• A flexible and adaptable approach to working within a matrix environment, requiring continuous communication and coordination.
• A team player with a proactive, can-do attitude and a strong focus on delivery and continuous improvement.

Desirable:

• An understanding of business management systems, regulatory oversight, compliance and assurance, ideally within a regulated environment.
• Knowledge and understanding of the CAA’s regulatory functions, organisational structure and the environment in which it operates.
• Knowledge of aviation safety and/or security management systems and the principles of risk-based oversight.
• Experience of data visualisation, dashboard development, performance reporting and management information production.
• Experience of supporting digital transformation, business improvement or modernisation programmes.
• A practical knowledge of business improvement tools and techniques.
• An understanding of the principles and benefits of internal quality assurance programmes and an ability to promote stakeholder engagement and commitment.

Additional Information

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

SC – To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.

Relocation & Property

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.

We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.

We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
