Summary About the Position: Serves as a Project Management Specialist for PEO C3N, responsible for overseeing acquisition of Communications and/or Information Technology (CIT) systems/devicesand performs analytical duties related to the program and resource management of systems/equipment acquisition/implementation efforts. Responsibilities Develop acquisition plans that identify all actions and required information related to a phase of the equipmentdevelopment/acquisition process Review program progress against plans and restructures programschedules, events, plans, and reporting requirements to better fulfill program goals. Assess effect of technical and program proposals orchanges on the acquisition schedule, make judgments concerning program trade-offs (e.g.,negotiating changes in technical or program requirements) based on such assessments. Prepare all documentation necessary for contractsolicitation, including statements of work, contract data requirements, etc. Review testing schedules and results to minimize duplication of effort and assure corrective actions are taken. Review and consolidate budget estimates from project engineers and develops justifications for costs identified. Monitor contract administration, and contractor performance. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business & Technical Management Professional Career Path (NH) DHA for to recruit and appoint qualified candidates to positions in the competitive service. Position may be filled as a Term Appointment NTE 2 Years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. In order to qualify, you must meet the expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Qualifications: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS 12 grade Step 1 to the highest equivalent GS 13 grade step 10 in the broadband. .Acquisition Statement: Defense Acquisition Workforce Improvement Act Career Field Position. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at A – Program Management (II – Practitioner) within 60 months of entrance on duty. Telework Eligibility Statement: This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis. In order to qualify, you must meet the experience requirements described below. Specialized experience is defined as:1) Experience in developing project artifacts and managing cost, schedule, performance for software and information technology systems; 2) experience preparing documentation necessary for contract solicitation such as statements of work, contract data requirements; 3) experience developing a costs estimates to justify resources needed for projects; 4) experience monitoring contractor’s performance to ensure contract compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. Additional Information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child’s age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country’s laws or international agreements may have a direct impact on the ability of an employee’s same sex domestic partner or spouse to accompany the employee and receive certain benefits.
