Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.
Job Summary:
The Project Information Security Officer position will be responsible to develop, implement and manage the Poland AP1000 regulatory compliance program associated with the U.S. Department of Energy’s (DOE) 10 CFR Part 810 Assistance to Foreign Atomic Energy Activities and other U.S. and foreign government requirements applicable to the protection of sensitive, restricted, and/or controlled nuclear information. This individual will serve as the subject-matter expert responsible for building the framework, policies, and governance needed to manage controlled nuclear information, including international engineering, procurement and construction (EPC) activities.
The Information Security Officer will ensure the protection and control of sensitive information is consistent with U.S. nuclear regulatory requirements, including Nuclear Regulatory Commission (NRC) Safeguards Information (SGI), Sensitive Unclassified Nuclear Information (SUNSI), and DOE protected information. This role will collaborate with project management, engineering, legal, IT/cybersecurity, and document control management to maintain full compliance and reduce regulatory risk.
Major Responsibilities:

-Lead development and execution of project’s nuclear information security compliance program, including procedures, controls, reporting mechanisms, and training.
-Collaborate with engineering, procurement, and construction to complete Technology Control Assessments.
-Author, implement, and manage Technology Control Plans (TCP) including foreign national access to controlled information.
-Serve as project liaison for nuclear information related matters with U.S. Government regulators and other international partners.
-Establish and maintain processes to protect NRC SGI, SUNSI, and DOE protected information including classification, access control, storage, transmission, and destruction.
-Conduct compliance assessments and audits.
-Coordinate with IT/cybersecurity to ensure digital controls align with regulatory requirements.
-Develop and deliver compliance training.
-Maintain documentation and readiness for DOE/NRC audits and inspections.
-Collaborate with Security, IS&T, Bechtel functions, Ethics & Compliance, and Legal teams to integrate information security and classification in support of records management processes across systems and operations.
-Intermittent travel to Poland project offices and sites to provide support as needed.
Education and Experience Requirements:
-Requires bachelor’s degree (or international equivalent) in Security, Counterterrorism, and or any other international related field of study and 8-10 years of relevant experience or in lieu of a degree, 12-14 years of relevant work experience.
Required Knowledge and Skills:
Basic Qualifications:
Ability to obtain a TS/SCI security clearance, and other relevant security clearances as required.
U.S. Citizenship required.
Minimum Qualifications:
Experience developing and managing controlled information programs.
Strong understanding of 10 CFR Part 810 and Specific Authorization requirements.
Proven experience handling and protecting NRC SGI / SUNSI.
Experience working with Departmnent Of Energy / National Nuclear Security Administration information protection requirements.
Working knowledge of export controls including Export Administration Regulations (EAR) and International Traffic in Arms Regulation (ITAR).
Excellent writing skills (policies, TCPs, SOPs).
Ability to brief executives and government stakeholders.
Preferred Qualifications:
Prior experience in nuclear EPC or defense industrial base.
Familiarity with export laws of the United Kingdom and Poland.
Background/experience working on programs with classified national security information (CNSI) or controlled unclassified information (CUI).
Preferred certifications:
CPP, PSP, CISSP, PMP, or similar.
U.S. Laws & Regulations: DOE (10 C.F.R. Part 810), NRC (10 C.F.R. Part 110), Commerce (15 C.F.R. Part 730 et seq.), GAAP, FCPA, OFAC, and nuclear cooperation agreements.
Cross-Border Requirements: Economic sanctions regimes of the U.S., EU, and Poland; international treaties such as the Treaty on the Non-Proliferation of Nuclear Weapons.
Government Procurement: Familiarity with the WTO Agreement on Government Procurement (GPA) and related compliance obligations.
