This position is located in the UNMAS standing capacity based in Brindisi. The Programme Officer reports to the head of the UNMAS standing capacity unit under the overall guidance of the UNMAS Director in New York. The unit provides surge support to strengthen management, implementation and monitoring by UNMAS field programmes. Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official. For more information on UNMAS, please visit www.mineaction.org/unmasResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: • Develops, implements, designs and evaluates, through rapid deployments to various programmes as required, Mine Action programme strategies, resource mobilization strategies, Work Plans, and budgets; and monitors, evaluates and analyzes Mine Action programme/project development and implementation in alignment with strategic direction when on assignment; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development when on assignment, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, • Organizes and prepares written outputs, e.g. Mine Action programme budget documents, narratives, draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc • Coordinates activities when on assignment related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.Competencies

EducationAdvanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Job – Specific QualificationExplosive Ordnance Disposal (EOD) qualifications is desirable.Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of four years of experience in a managerial role in a conflict or post-conflict setting is required. A minimum of two years of experience in a mine action field programme, humanitarian operations and/or stabilization and DDR is required. Experience drafting project proposals and high-quality reports is required Knowledge of International Mine Action Standards, Information Management System for Mine Action, demining SOPs, and technical and safety procedures is desirable. Experience in strategic planning and budgeting in a UN or other similar international organsiation is desirable. Experience in resource mobilization and fundraising is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
