The tasks of the International Cooperation Office are :

  • Programme design, programme management and support to academic promotors during the whole project cycle Management of internal and external networks
  • Policy Advice to the ITM management, academic council and board of directors
  • External relations with partner institutions, current and prospective donors

The International Cooperation Office contributes to the conceptualization, implementation and quality assurance of ITMs international cooperation policy, is the driver of methodological innovations and networking with other actors in the field of science & education for sustainable development.The International Cooperation Office is part of the central academic offices and is seeking to recruit a Programme- and Policy Officer. The policy officer will report to the head of the International Cooperation Office and will collaborate closely with departmental and central units involved in capacity strengthening activities, education, research and management.Your Role

  • You will actively participate in programme management of ITM’s capacity strengthening programmes – throughout the whole programme cycle. You will offer methodological and management support and advice to academic staff both at ITM and from partner institutions regarding capacity strengthening activities, projects and programmes.
  • You will follow-up and support (planning, methodological, strategic decision making, partnerships) specific projects or initiatives. This includes a number of country or thematic programmes of the ITM-DGD Multiyear Programme.
  • You will explore alternative funding opportunities for international collaboration and development activities. You will inform academics at ITM and in partner institutions about funding opportunities and give methodological support for proposal development.
  • You will manage an academic Community of Practice and/or support learning networks on topics such as ‘Getting Research into Policy and Practice’, gender mainstreaming or decolonisation. (focus and task divisions to be decided collaboratively within the unit)
  • Related to your tasks, you connect with supporting donor agencies such as the Belgian Directorate General for Development (DGD), Flanders Department of Foreign Affairs (FDFA), EU-ECHO, EU INTPA, Bill and Melinda Gates Foundation,… You participate and represent ITM in meetings with national and international actors related to development cooperation such as Fiabel, VLIR-UOS, ARES and Enabel.

ProfielYour profile

  • You have a master degree in a relevant field (management, social sciences, medicine, public health).
  • Additional training related to topics such as international policy, international relations, global health, development project/program management, monitoring and evaluation and international cooperation is an asset.
  • You have experience in and a good understanding of the international and the Belgian landscape of international cooperation.
  • Familiarity with the current regulations regarding the Actors of the Non-Governmental Cooperation is an asset.
  • International field experience including work in projects or programme in LMICs is an asset.
  • You have sound knowledge and working experience with Project Cycle Management and at least initial experience working with Theory of Change design.
  • Knowledge and experience with other methodologies (eg. Outcome mapping) is an asset.
  • You are familiar with current key transversal themes for international cooperation, such as diversity and gender mainstreaming, environment, integrity, decolonization,… and you are driven by a search for positive impact on societies.
  • You can navigate with ease between academic, policy and administrative environments.
  • You have a creative, enthusiastic and social personality with a pro-active and can-do mentality.
  • You have excellent communication and writing skills
  • You are committed to high standards of quality, equality and integrity
  • You speak and write fluently in English and French. Preferably you have a good knowledge of Dutch. Knowledge of Spanish, Portuguese, or an official language from one of the 12 focus countries in the ITM multi-year programme is an asset.
  • You are willing to occasionally travel abroad (up to 1 month per year spread over multiple trips), especially in low and middle income countries.
