Details:Mission and objectives:The United Nations Development Programme (UNDP) Information and Technology Management (ITM) team in Copenhagen is responsible for supporting UNDP Country Offices around the world with ICT and Green Energy solutions.Context:The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life, as envisaged by 2030 Agenda for Sustainable Development. The Procurement Services Unit (PSU) Bureau of Management Services (BMS) and HIV, Health and Development Group (HHD), Bureau of Policy and Programme Support (BPPS), are helping to contribute towards achievement of the goals specified in the Strategic Plan.UNDP is a founding co-sponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria, and a co-sponsor of several other international health partnerships. UNDP’s work on HIV and health, as described in Connecting the Dots: Towards a More Equitable, Healthier and Sustainable Future: UNDP HIV and Health Strategy 2022-2025, leverages UNDP’s core strengths and mandates in human development, governance, and capacity development to complement the efforts of specialist health-focused UN agencies.UNDP supports countries in effective implementation of complex, multilateral, and multi-sectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. The UNDP’s partnership with the Global Fund is an important part of this work, facilitating access to resources for action on SDG 3 by countries that face constraints in directly receiving and managing such funding.UNDP continues to provide high value-added services both in its Principal Recipient role, increasingly as a significant technical partner to governments and civil society organizations (CSOs) who implement Global Fund grants and beyond. UNDP’s partnership with the Global Fund is overseen by the BBPS/HHD Global Fund Partnership Health Systems Team (GFPHST), HHG, BPPS in close coordination with Office of Procurement, Global Procurement Services Division Health, BMS and business units.The national and international health landscapes are rapidly changing, and new health initiatives are emerging and bring to light pressing challenges connected with health systems strengthening including, health procurement and supply management that require a new modus operandi to optimize UNDP’s investments into global health. It brings also new requirements from countries more particularly for noncommunicable diseases in addition to communicable diseases.Task description:Within the delegated authority and under the supervision of Procurement Specialist or his/her designated mandated representative(s), the UN Volunteer Procurement Analyst will undertake the following tasks:1. Supports procurement service delivery to Country Offices (COs) for health products, including pharmaceuticals, medical devices, laboratory items, PPE etc., with the following key responsibilities:

  • Liaises with UNDP Country Offices and Requisitioning Units to enable efficient and cost-effective procurement and logistics support.
  • Conducts procurement processes in response to specific needs and transmits Cost Estimates to Requisitioning Units.
  • Assist in organization of procurement processes by supporting in preparing and conducting RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
  • Preparation of Purchase Orders and contracts, vendors’ creation with Buyer profile in UNDP ERP (Quantum).
  • Supports in preparation and submission of procurement outcomes to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP) and provision of timely clarifications.
  • Ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems in consultation with the COs.
  • Preparation of cost-recovery for the procurement services provided by GPHC/OP to COs.

2. Supports maintenance of procurement architecture to efficiently and cost-effectively meet UNDP’s needs for the procurement of quality health products with the following key responsibilities:

  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.
  • Supports in operationalizing and managing Long-Term Agreements (LTAs), in line with UNDP Quality Assurance for health products and Procurement policies and UNDP rules and regulations.
  • Supports the mapping of procurement business processes and the elaboration/establishment of internal Standard Operating Procedures (SOPs) in procurement and proposes controls for the workflows.
  • Assists in monitoring of timely initiation of procurement activities as per Health Procurement Action Plans in SharePoint and solicits necessary clarifications from Country Office (CO) PMUs in order to ensure provision of cost-effective procurement services to clients.
  • Contributes to the harmonization of tools and systems to conduct forecasting and spend monitoring, including enterprise resource planning (ERP).

3. Supports the elaboration of innovative procurement strategies to respond to new demands/opportunities with the following key responsibilities:

  • Conducts market research to support the development of tailored procurement strategies for new procurement processes.
  • Compiles and analyses historical data for forecasting of health products.
  • Identifies areas for analysis and opportunities to support health procurement projects and complete reporting requirements (with partners and clients).

4. Ensures facilitation of knowledge building and knowledge sharing in the OP/GPSD focusing on achievement of the following results:

  • Synthesis of lessons learnt and best practices in Procurement.

Requirements:procurement, supply chain or logistics at the national or international level.Experience in planning, developing and managing procurement aspects of assignments of significant complexity related to procurement of diverse services and commodities.At least 1 years of experience with local or international NGOs.Experience in developing countries will be an asset.Competencies and values:

Certified sick leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.
Uncertified sick leave: 7 days for 12 months and 4 days for shorter assignments
Learning leave: 10 working days per consecutive 12 months (shorter assignments are prorated)
Maternity Leave: 16 weeks
Paternity Leave: 10 days
