Postdoctoral research contract “Digitisation of health data: legal and political issues
Offer DescriptionThe Institut Santé Numérique en Société (ISNS) at the Paris Santé Campus is announcing the opening of a full-time postdoctoral contract for 12 months (renewable once). The successful candidate will be recruited by the Université Paris 1 Panthéon-Sorbonne to take part in the Santé Numérique en Société (SaNSo) research programme, which is being funded by the Agence Nationale pour la Recherche (ANR) as part of the France 2030 Priority Research Programmes and Facilities (PEPR).
The postdoctoral researcher must hold a doctorate in law or political science and have proven research experience in the areas covered by the project (digital, health).Research context
Digital technology is now playing a fundamental role in healthcare practices, through a series of extremely diverse innovations ranging from genome sequencing and individual teleconsultation to the construction of data platforms and shared medical records, the use of artificial intelligence and the coordination of biomonitoring systems. All healthcare professions are being turned upside down, and with them a large part of the biomedical sciences. Digital healthcare is not just the preserve of computer scientists and healthcare professionals, who together are developing digital systems to optimise healthcare provision and practices. Its effects are political, in that it affects both human interactions and the social and political institutions within which they operate: from the professional, legal and ethical standards governing healthcare practices to international relations between states. Both national sovereignty and control over the use of one’s own health data are threatened by the role of multinationals in its production, storage and processing. The economic effects on the financing mechanisms of healthcare systems and the insurance sector are already apparent.The aim of the Institut Santé Numérique en Société project, which will involve the postdoctoral researcher, is to mobilise knowledge from the humanities and social sciences (economic, sociological, anthropological, philosophical, legal, etc.) as part of a multi-scalar investigation aimed at analysing these major social and political transformations. Our research is organised around four main lines of inquiry:● Data and quantification: knowledge production, data infrastructure, construction and uses of quantification in knowledge production.
● Professions: work, employment, new digital health professions, biostatisticians, new professional statuses.
● Politics: sovereignty, globalisation, defending users’ rights. Structures of national public health systems in a globalised digital world; health democracy; the “One Health” approach and the governance of zoonoses.
● Value: innovation, development, markets, businesses, public service.Job summary
The person recruited will strengthen the 3rd axis, “Policy”.
The digitisation of health is based on the collection, collation and use of large sets of health or health-related data, and raises a number of legal and legal policy issues, including :
– sovereignty and the relationship between the role of private sector companies (immediately interested in the massive capture and management of this personal data) and that of governments (keen to develop a national or regional strategy to protect their sovereign interests in particular);
– standards applicable to the operation of infrastructures/platforms centralising data and set up for this purpose, in particular the Health Data Hub (in particular legal security requirements);
– the rights of individuals with regard to the use of their data: consent, confidentiality, compensation for the use of personal data; the political will to allow data to be re-used ‘easily’ for research purposes or to feed decision-making tools is in fact raising these ‘classic’ questions afresh.
Several lines of research could be explored as part of this post-doctorate:
– Studying data centralisation infrastructures (Health Data Hub, SNDS, Genomic Medicine 2025, European Data Space, etc.);
– Practical developments in digital healthcare (conversational agents, telecardiology, deep brain stimulation, etc.)
– Contractual techniques for making health data available from private databases or databases set up by research and/or healthcare establishments

The work of the person recruited will be mainly supervised by Elsa Supiot (Professor of law, seconded to the ISJPS, UMR8103, Paris 1-CNRS, head of the Politics Axis) in liaison with the legal members of the Politics Axis – Christine Noiville (DR CNRS – Paris 1, ISJPS), Celia Zolynski (Professor of law, Paris 1, IRJS).Working environmentSalary
The salary of⋅ es contract agents⋅ les is set by the French administration for each research institution, using a scale that takes into account the position, qualifications and experience of the⋅ e agent. At Université Paris 1, which will be the recruited person’s employer, the salary range is from €2,952.91 gross per month (for experience in a similar position of less than two years) to €3,352.55 gross per month (for experience of between two and four years).
In addition, €5,000 will be allocated to the person recruited for mission expenses and the purchase of equipment.
