WE ARE
The unit is part of the Directorate “Sustainable Finance, Investment and Jobs; Economy that works
for the People”, which brings a solid economic backbone on Sustainable Finance to the work of the
Directorate General, in line with the increasing priority for job creation and sustainable investments
in the context of the Global Gateway strategy.
The sustainable finance policy unit – Unit E4 contributes to the topical challenges of our times,
delivering on real impact initiatives on sustainable finance to support low- and middle-¬income
countries to finance their green transition toward a sustainable growth. This includes providing
strategic and policy analyses on sustainable finance in low- and middle-income countries and
contributing to the design of quality interventions in the field of sustainable finance. The
Sustainable finance policy unit also contributes to bring Global Gateway from start-up to scale-up
by mobilising private capital from institutional investors towards high quality sustainable
infrastructure investments in low- and middle-income countries.
WE PROPOSE
We offer an interesting and challenging position as policy officer for sustainable finance and
innovative financing solutions in a friendly, positive and exciting working environment.
You will:
• Design and formulate policy proposals and financial engineering solutions to redirect
private capital flows at scale to low- and middle-income countries for their sustainable
growth. This notably includes: promoting the use of innovative sustainable financial
structures (incl. funds) and instruments (e.g. green bonds but also social and SDG bonds),
• Provide strategic analyses and policy development activities on sustainable finance,
• Support Delegations and headquarters’ services for the design and implementation of
programmes/projects,
• Develop thematic and methodological tools and training seminars,
• Contribute to promote enhanced international coordination on sustainable finance and
participate to international fora on sustainable finance,
• Engage in thematic dialogue with various stakeholders,
• Represent the Commission in meetings/negotiations with other EU institutions, international
organisations, partner countries, public/private organisations and civil society concerning
issues relevant to the work of the unit.
The work is novel, intellectually challenging and interactive, involving frequent contacts with other
DGs, institutional investors, development finance institutions notably. We offer a flat organisational
structure and a friendly and open-minded working atmosphere in a team-spirit environment.
WE LOOK FOR
We look for a motivated and dynamic policy officer with a solid financial expertise who is a good
team player while at the same time able to work independently. The candidate should have a
sound understanding of financial markets, the EU financial legislation for institutional investors and
sustainable finance. Experience in financial engineering and/or fund structuring is an asset.
Experience in development cooperation, and particularly exposure to financial markets in emerging
markets and developing economies are additional assets.
The candidate should have a proven ability to apply state of the art financial and economic
analyses. Excellent analytical skills, written and oral communication skills and the ability to work
under tight deadlines are of crucial importance. The candidate should moreover have a good sense
of initiative and solid organisation and ability to cope with peaks of work. An excellent command of
English is necessary. Good knowledge of French would be an asset.

General criteria:
• Are a citizen of a Member State of the EU and enjoy full rights as a citizen
• Have fulfilled any obligations imposed by applicable laws concerning military service
• Are physically fit to perform the duties linked to the post
• Produce the appropriate character references as to suitability for the performance of the duties.
Qualifications:
In order to be recruited for this position, you must have at least a level of education which
corresponds to completed university studies of at least 3 years attested by a diploma.
Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the
Ministry of Education) will be accepted. Furthermore, before recruitment, you will be required to
provide the documents that corroborate the eligibility criteria (diplomas, certificates and other
supporting documents).
Languages:
•
have a thorough knowledge (minimum level C1) of one of the 24 official languages of the
EU2
• AND a satisfactory knowledge (minimum level B2) of a second official language of the EU,
to the extent necessary for the performance of the duties.
