It is the focal point for the OECD’s work on agriculture, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD Agriculture work in the international governance architecture.The Agriculture and Resource Policy Division (TAD/ARP) works across three main areas of food and agriculture policy, mainstreaming sustainability concerns throughout: monitoring and evaluating policy developments, undertaking in-depth country reviews, with a particular focus on innovation towards productivity, sustainability and resilience of agriculture; and evaluating the sector performance, policy progress and policy options to address climate change, environment and resource issues in agriculture. TAD/ARP’s work involves a mix of analytical and policy-orientated research conducted in a dynamic, multicultural environment by a team of highly-qualified and experienced staff.TAD/ARP is looking for one or more Policy Analysts to conduct work on the intersection between agriculture, climate change, environment and natural resources. That may encompass carrying studies on the sustainable productivity performance of agriculture or on policies to address climate change and water challenges in agriculture. The selected person(s) will work under the supervision of the relevant Head of Unit and of the Head of the ARP Division.Job DescriptionMain ResponsibilitiesResearch, analysis and drafting

  • Carry out research, draft analytical reports, and develop evidence-based recommendations to improve the environmental performance of food and agricultural policies through the assessment and, where necessary, adaptation of existing methodologies, using qualitative or quantitative approaches. Areas of work may include assessing trends in agri-environmental indicators, measuring environmentally sustainable productivity growth, analysis of climate change mitigation policies for agriculture, forestry and other land use (AFOLU) or means to improve agricultural water management.
  • Contribute to the annual publication OECD Monitoring and Evaluation of Agricultural Policies, including through collecting support data and policy evidence on one or more countries covered in the report.
  • Contribute as needed to country-specific policy reviews through literature reviews, indicator assessments and associated analysis to assess agriculture’s environmental performance.
  • Draft briefing material for senior OECD officials, review analytical and policy documents on climate change, environment and resource issues in agriculture and contribute to corporate priorities as required.

Representation and liaison

  • Participate in and provide support to OECD Committees and subsidiary bodies. Present analysis at meetings, take an active part in the discussions and carry out subsequent revisions which often require follow-up bilateral discussions with OECD delegates.
  • Establish and maintain regular contacts with Member State and international experts, other international organisations (e.g. FAO, UNCTAD, WTO) and non-governmental organisations (e.g. farm and industry organisations, civil society associations). Represent the OECD at international and regional meetings as required.

  • Organise workshops with delegates and experts as needed.
  • Participate in virtual meetings, missions and events as necessary.
  • Carry out other tasks as assigned, in particular as requested by the Head of the Division and the Director’s office.

QualificationsIdeal Candidate profileAcademic Background

  • An advanced university degree in agricultural economics, environmental and natural resource economics or related field.

Professional Background

  • At least five years experience in applied economics research and policy analysis in agriculture or environment acquired in a national administration, an international organisation or research institute.
  • Proven experience in quantitative analysis supported by academic publications
  • Demonstrated experience in writing policy relevant reports in the area of agriculture or environmental policy and making public presentations.

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration
