The selected candidate will possess the capacity to help define and implement an inter-related programme of activities to promote and scale up BDN infrastructure project certification, under the direction of the BDN Steering Committee, made up of the governments of Australia, Japan, Spain, Switzerland, Türkiye, the United Kingdom and the United States. The BDN Secretariat functions independently of the OECD, while operating under OECD rules and procedures.The Blue Dot Network is a global certification for infrastructure projects that are aligned with international standards. Its primary aim is to contribute to closing the critical gap between the current levels of infrastructure investment and the investment needed to promote sustainable economic development while integrating social and environmental considerations, and ensuring debt sustainability, value for money, inclusiveness, resilience, integrity, and transparency.Job DescriptionThe selected candidate will work with 3rd party certifiers and project owners to ensure due diligence of projects proposed for certification, liaise with project owners to ensure that correct and verifiable information is provided, and monitor and support the verification process with all relevant stakeholders. S/he will help promote BDN certification among contracting authorities, developers, investors and other infrastructure stakeholders; and help manage a digital platform for collecting and managing infrastructure project data. S/he will support the updating of BDN criteria to take into account evolving international standards and good project practices, and supporting capacity building at the project level to meet BDN criteria and collaborating with other like-minded initiatives to ensure that data and practices collected inform the global evidence base on quality infrastructure.The Policy Analyst will help prepare reports to the BDN Steering Committee and liaising with relevant OECD directorates and external stakeholders. S/he will also support the collection and assessment of lessons learned from an initial two-year incubation phase of the BDN’s development, during which the BDN will test, and, where necessary, adjust the certification process, develop the functions and capacity of the BDN Secretariat, put in place the necessary systems, processes, and infrastructure, and build-up certification capacity, including systems and processes for identifying and mitigating potential risks.Main ResponsibilitiesCo-ordination, liaison, dissemination

  • Organise and support meetings of the BDN Steering Committee and other advisory and stakeholder groups as required, e.g. the BDN Executive Consultation Group
  • Prepare briefings, presentations and reports for the BDN Steering Committee as required.
  • Prepare analysis, briefings and presentations for the Head of BDN Secretariat, the OECD Deputy Secretary-General and the OECD Secretary-General as required.
  • Engage with governments, the private sector, international and regional multilateral organisations, and research institutions to promote the adoption of the Blue Dot Network certification with a particular focus on enhancing links and synergies with development finance.
  • Contribute to building and engaging the Executive Consultation Group and other advisory groups, through participating in calls and meetings, and preparing updates.
  • Make presentations to other bodies outside of the OECD to promote the work of the Blue Dot Network.
  • Liaise with other OECD Directorates and external stakeholders committed to quality infrastructure to develop constructive relationships that benefit both the Blue Dot Network and the OECD.

Capacity building, analysis and advice

  • Assist in developing a risk framework for projects that will help screen projects with significant risks and inform the certification process.
  • Develop guidelines and training tools to support infrastructure projects that seek to meet BDN elements, including in some cases organising training or other capacity-building activities.
  • Support the periodic updating of BDN criteria to take into account evolving international standards, good project practices and lessons learned from the certification process.

Project Management

  • Support the certification process through working with project applicants and third-party certification bodies, including:
  • Reviewing and assessing adequacy of pilot project submissions for certification; engage with pilot project applicants to provide feedback, and, where necessary, request additional information and documentation.
  • In collaboration with third-party certification bodies, developing protocols and guidance for certification.
  • Preparing a market consultation for third-party certification bodies that will verify projects benefiting from a subsidy.
  • Reviewing and assessing the suitability of project applications, and preparing regular updates to the Steering Committee on project applications.
  • Supporting project applicants by providing them with information on the certification process.
  • Supporting third-party certification bodies through developing and providing guidance and/or training on the implementation of the framework.
  • Collecting data and lessons learned on the certification process, and preparing a report to the Steering Committee.
  • Implement the recognition mechanism on selected (i) MDB and DFIs safeguards and review process, and (ii) complementary certification schemes.
  • Assist in the development and subsequent management of a digital platform and data repository that will support the certification process and store project data.

QualificationsIdeal Candidate ProfileAcademic Background

  • Advanced university degree or equivalent in a relevant discipline (e.g. finance, economics, political science, engineering, etc).

Professional Background

  • A minimum of five years of experience in the infrastructure and/or finance sector, including infrastructure planning and finance, infrastructure development and project management, and infrastructure governance, in particular in an emerging market context.
  • An understanding of environmental, social, governance (ESG) and regulatory trends affecting infrastructure investment.
  • A demonstrated ability to make timely responses to information requests and to establish and maintain professional contacts within and outside the OECD such as the government, the private sector, international and regional multilateral organisations, stakeholders and research institutions.
  • Proven ability to prepare persuasive analytical papers and recommendations for dialogue and action, including complex national and international policy issues related to infrastructure investment, project management, and environmental, social and governance reporting of infrastructure projects.
  • Experience with infrastructure project reporting, infrastructure data, and infrastructure project assessment would be viewed favourably.
  • International development and/or multi-lateral experience, for example in an international organisation, a multilateral development bank (MDB), a leading development finance institution (DFI), a multinational enterprise active in infrastructure, or a global professional services firm would be viewed favourably.
