From improving economic performance and creating jobs to fostering strong education and fighting international tax evasion, we provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting.The International Service for Remunerations and Pensions (www.sirp-isrp.org) is a Service committed to provide studies on remuneration and pension policies of International Civil Servants and to operate the administration of pensions for the Co-ordinated Organisations (OECD, NATO, the European Space Agency, the Council of Europe, the European Centre for Medium-Range Weather Forecasts and the European Organisation for the Exploitation of Meteorological Satellites) and other International Organisations, in a context of increased complexity resulting from several waves of reform in various areas. The ISRP also administers pension reserve funds for several International Organisations.The ISRP is administratively attached to the OECD.The ISRP is seeking a Payroll Systems Officer to provide technical and operational support for payroll systems and related applications. The role involves collaborating with internal and external stakeholders to ensure the smooth operation of payroll services. The selected candidate will report directly to the ISRP, Payroll System Manager. Hybrid work arrangements are available for this position.Job DescriptionTechnical and operational support

  • Assist in the maintenance and optimisation of secure and reliable IT solutions for payroll processes.
  • Collaborate with colleagues to ensure proper data input, processing, and output flows for payroll systems.
  • Support the migration of existing payroll applications to updated platforms and conduct post-implementation testing.
  • Configure and support payroll software packages to meet ISRP’s evolving business needs.
  • Provide first-line support for payroll systems, resolving technical issues and escalating complex problems as needed.

Procedures and documentation

  • Assist in the development, documentation, and implementation of payroll system procedures.
  • Maintain system documentation, including user guides, workflows, and operational procedures.
  • Provide training and support to end-users to ensure effective utilisation of payroll systems.

Collaboration and Continuous Improvement

  • Collaborate with ISRP colleagues to identify opportunities for system enhancements and process improvements.
  • Participate in troubleshooting activities, proposing solutions to improve system functionality and efficiency.
  • Liaise with other IT teams, stakeholders and vendors as applicable; contribute to governance and continual improvement; share best-practices and expertise.
  • Stay up-to-date with of emerging trend; evaluate relevant new technologies and hardware, analyse their business benefit, conduct cost/benefit analysis, and draft evidence-based recommendations for their adoption when this would make good business sense.
  • Apply new techniques and trends, in-line with the overall objectives and risk tolerance of the OECD.
  • Fulfil other role-specfic tasks, as required.

Reporting and compliance

  • Assist in the preparation of reports on payroll system performance, user issues, and enhancements.
  • Ensure that payroll system operations comply with relevant standards and organisational policies.
  • Contribute to risk assessments and contingency planning to maintain payroll system continuity.

QualificationsAcademic Background

  • Advanced university degree in information technology or a related discipline, or equivalent practical experience.
  • Relevant industry Certification, such as certifications on technologies listed below.

Professional Background

  • A minimum of three years of relevant experience in payroll systems support, IT operations, or a related role.
  • Experience in providing technical support for administrative and financial IT solutions.
  • Demonstrated knowledge of HR and payroll applications, databases, and system integrations.
  • Knowledge of project management principles is desirable.
  • Proven ability to work collaboratively in multicultural environments.

Tools

  • Knowledge of HR ACCESS V9
  • Experience in Cobol
  • Good knowledge of modern programming languages, application development tools and project development methods (system programming: C, C++, Java, Python; framework Web: Symphony, Bootstrap, etc)
  • Microsoft M365 and PowerBI proficiency

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

.Contract Duration

  • 12 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.

  • Depending on level of experience, monthly salary starts at 6,717.19 EUR, plus allowances based on eligibility, exempt of French income tax.
