Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015- 2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This position is located in UNDRR Regional Office for Europe and Central Asia (ROECA), in Brussels, Belgium and reports the Chief of the Regional Office for Europe and Central Asia. The incumbent is responsible for implementing the UNDRR EU Engagement Strategy in support of UNDRR’s partnership with the EU on the disaster risk reduction (DRR) agenda in Europe and globally. Within the delegated authority and under the supervision of the Chief of the Regional Office for Europe and Central Asia, the Partnerships Specialist will: 1. Support the roll out of a strategic engagement with the EU institutions in line with the EU Engagement Strategy and in collaboration with the UN Brussels Team, including: a. Engagement with the ongoing and upcoming Presidencies of the Council of the EU and their DRR-related Council Conclusions and other policy output; b. Engagement with relevant committees/ MEPs of the European Parliament; c. Engagement with European Commission relevant services. 2. Prepare briefing packages, speaking points and notes for EU interest representation, which should include key messages, context analysis and expected outcomes, including preparation of high-level bilateral meetings; 3. Support and coordinate UNDRR position papers and policy recommendations on EU policy and programmatic processes to, ensuring a timely and relevant contribution on DRR; 4. Develop and update the mapping of key EU instruments, policies, programmes and services relevant to the global DRR agenda; 5. Assist UNDRR Resource Mobilisation team in contributing DRR inputs; 6. Support advocacy and communications actions of ROECA and coordinate advocacy and capacity development activities with partners, including organization of meetings, trainings, events and seminars; 7. Support organization of the Regional Platform for Europe and Central Asia (6-8 November) and meeting of the Sendai Focal Points; 8. Monitor political developments and provide analysis for internal briefings and reporting.
Qualifications/special skills
Advanced university degree (master’s degree or equivalent degree) in business or public administration, political science, international relations, development, social and environmental sciences, economics, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 5 years of experience in partnerships, advocacy, external relations, communications or related area is required. Experience working with European Union institutions and on European Union Affairs is required. Experience in climate change/disaster risk reduction DRR coherence is desirable. Experience working in international organizations such as the United Nations or any other similar international organization is desirable.
Languages
English and French are the two working languages of the United Nations Secretariat. Fluency in English is required. Knowledge of French is desirable.
