The NDS is an integrated staff composed of members of the IMS and International Staff (IS) at the heart of NATO’s Digital Transformation. The staff maintains digital subject matter expertise for providing the highest quality advice, policy and leadership to ensure the Alliance’s technological edge, enable data-driven decision-making and release the potential of multi-domain operations. The NDS is responsible for the establishment, maintenance and evolution of NATO as a digital, data-driven decision-making organisation where the power and potential of interoperable digital technologies and a data-centricity are fully exploited for the benefit of the Alliance. Led by the of NDS, the Staff supports different NATO senior policy committees and in particular, the Military Committee (MC), the Digital Policy Committee (DPC) and the Cyber Defence Committee (CDC). It functionally operates under the co-ordinated executive management authority of the Director General of the IMS and the Assistant Secretary General for Defence Investment. The Digital Operations and Transformation Branch facilitates the implementation of key digital strategies and policies and supports the delivery of governance and compliance for the relevant initiatives.2. Principal Duties:a. In the context of the NATO 2030 agenda, the implementation of a NATO Digital Backbone has a prominent role within the four Key Requirement Areas. The successful implementation of this essential component is predicated on the interoperability of C3 capabilities, as described in the Interoperability Coherence Initiative.b. The incumbent will support the achievement of the desired level of interoperability for the NATO Digital Backbone by effecting, in particular, the following functions:

  • Alliance C3 Interoperability Roadmap implementation coordination, in the wider context of the Digital Transformation;
  • Orchestration of the contribution of relevant stakeholders (BiSC, Agencies, Allies and Partner Nations) to the effect of achieving interoperability coherence in the C3 domain;
  • Production and delivery of the Alliance C3 Interoperability Roadmap’s annual implementation report for the benefit of Governance (Digital Policy Committee, MC);

c. The incumbent may be called to perform similar duties in other areas of competence of the Branch.d. Acts as coordinator of inter-Staffs activities for the NDS, as required.e. Fulfils the responsibilities assigned to him/her for specific NDS goals, as appointed by the Director.f. Acts as NDS representative to NATO and multinational groups as requiredg. Provides programme management functions and participates in the works of Integrated Project Teams as directed by the Branch Head for the accomplishment of NDS and DC target activities for the accomplishment of NDS and DOT target activities.3. Essential Qualifications.Professional/Experience.

  • Working experience of 5 years in any combination of: development and application of communication and information systems policy and standards; or management of programmes and projects for the delivery of C3 Capabilities.
  • Knowledge of governance frameworks, processes and methodologies, especially those related to Information Technology (IT), in the context of digital transformation.
  • Proven record of managing teams.
  • Excellent drafting ability and communication skills, both oral and written.
  • Excellent presentation skills.

Education/Training.

  • University degree at bachelor level in the field of Information Technology, Computer Science or Electronic Communications.
  • NATO Consultation, Command, and Control (C3) Course (N5-35). If not held, it will be provided after joining.

Languages. Candidates must have a very good level of spoken and written English. The working language in the IMS is English and therefore candidates will be required to pass a one-hour multiple-choice computer-based test in English at the required level as well as to demonstrate their abilities in the written test and interview.Computer Literacy. Advanced user experience of word processors, personal computer applications, spreadsheets, databases, and SharePoint programs.4. Desirable Qualifications.Professional/Experience.

  • Having performed similar duties in the military or governmental sector.
  • Experience with portfolio, programme and project management.
  • Demonstrated ability to operate effectively in a highly complex organisational context.

Education/Training.

  • Formal project management qualification.
  • Formal IT management qualification.
  • Non-specified training that will allow the incumbent to remain current or gain new skills associated with existing or emerging requirements of the post (within the context of the job description) may be provided by NATO in accordance with the IMS Training Policy.

Languages. An elementary level of French.5. Personal Attributes.The incumbent should be able to:

7. Contribution to the Objectives.

  • This post is vital for the operations of the NDS in accomplishing its mission.

8. Remarks.

  • Security Clearance – NATO SECRET (if not currently held, the incumbent must be eligible for this level of clearance).
  • Work Environment – Multinational work environment and work with groups where members represent sovereign Nations.

Additional Information.The successful candidate will fill this post as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term, the PLN will be deleted or absorbed into the ceiling pending approval or, exceptionally, will be considered for extension. The above remains applicable also if the successful candidate is seconded from a national administration.
