Job summary

Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy.

The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.

The Clyde Infrastructure Programme is responsible for the delivering “An integrated submarine operating base at Clyde, supporting a Submarine Force that is safe, secure, sustainable and resilient, and ready to excel in operations out to 2067”. 

Programme Euston; a programme of work comprising new build floating and shore-based infrastructure and to enable current and future out of water engineering capabilities for Submarine operations on HMNB Clyde over the next 15 years. The programme of work is part of Government Major Programmes & Projects and is considered a top 100 government programme. This is an exciting time to join the team, and contribute to the delivery of a challenging and rewarding nationally important programme. 

The Programme Manager role is key to supporting integrated and assured delivery of a complex and regulated Programme.

The Programme Manager will report to, and at times deputise for the Programme Director

This position is advertised at 37 hours per week.

Job description

Leadership

  • A self-starter, capable of providing management and leadership support to delivery agencies and team members.
  • Provide authoritative and credible direction, advice and coaching on programme management best practice to programme colleagues. 
  • Leads by example. Results driven whilst also demonstrating the right culture and behaviours.
  • Promotes strong collaborative working relationships both within the Programme and its external stakeholders. 
  • Ensures performance is managed consistently and fairly, including Diversity and Inclusion principles and provide regular feedback.
  • Identify and develop capability needs, ensuring robust Development Plans are in place for yourself and your team 
  • Ensure own and team’s compliance with mandatory requirements e.g. H&S training and a commitment to learning days (Continuing Professional Development).
  • Inspire, motivate and engage with the Integrated Programme Management Team and with other external teams across the HMNB Clyde establishment community by providing positive working environment and empowering the teams at all levels. 
  • Provide support to Programme Director to deliver departmental outputs with minimal supervision. 
  • Recruit and line manage staff as required.
  • Any other ad-hoc duties re required by the Programme Director. 

Programme Management 

  • Proactively monitor the progress of the programme, driving clarity of objective, integration of activities, resolving issues and initiating appropriate corrective action. 
  • Define, implement, and act to continuously improve programme delivery performance to increase delivery confidence and understanding. 
  • Monitor, manage and report on programme performance (time, cost, quality, safety etc.).
  • Provide input into approvals, budget derivation and supporting the financial planning cycle where required. 
  • Provide appropriate reports to the Programme Director and chains of command. 
  • Provide strategic advice and support to Programme Director and wider programme stakeholders where required 
  • Deputise where required for Programme Director on programme matters 
  • In conjunction with the Programme Management Office, ensure core programme management artefacts, products, tools and techniques are deployed and used effectively.
  • Development and critique of business cases 
  • Benefits maps and profiles, and benefit realisation plans. 

Person specification

Essential Experience 

  • Leading within a large or complex programme.
  • Delivering within a structured environment and capable of deriving innovative and creative solutions to problems.
  • Successfully leading a virtual ‘team’ from across functional, organisational or geographic boundaries to deliver high quality outputs.
  • Leading stakeholder management activates within a complex environment.
  • Educated to degree level in a relevant discipline (e.g. Project Management) or able to demonstrate significant knowledge experience at a comparable level.

Desirable Experience

  • Experience of large Infrastructure or capability delivery programmes.
  • Delivered programmes within a regulated environment.
  • Experience of working in or knowledge of the defence or security sector – either through government or industry.
  • Demonstrable commitment to learning and using established project management methodologies to enable successful delivery.

Qualifications

Obtained or working towards one of the following:

  • PRINCE2 Practitioner;
  • Agile Project Management Practitioner;
  • APM Project Management Qualification;
  • PMI Project Management Professional;
  • Leading and Managing Project Workstreams.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
