Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.
The NATO Communications and Information Systems (CIS) Group plans, deliver and supports NATO’s Deployable Communication and Information Systems (DCIS) in order to enable command and control (C2) for NATO’s deployed HQs.
The J2/6 Division is the technical coordination authority for Deployable Communication Information Systems and is responsible for the operational integration, coordination, direction and provision of required technical services for the NATO Communications Information Systems Group and NATO Signal Battalions.
The Technology and Service Management Branch is responsible for Deployable Communication Information Systems (DCIS) Technical and Service Management coordination and for providing operational integration, operations and exercise architectures, support and guidance to NATO Communications Information Systems Group and NATO Signal Battalions.
The Service Support Section is responsible for describing, developing, coordinating, maintaining, enforcing, managing and monitoring an effective and efficient implementation and execution of integrated and correlated Information Technology (IT) Service Management processes and procedures for both NCISG Static and Deployable Communications & Information Systems (DCIS).
The incumbent is responsible for implementing processes in the areas of Static ICT specifically in support of the NCISG Regional Plans.
Principal Duties
The incumbent’s duties are:
1. Assist in the monitors status of NSIP projects against plans and requirements during C3 Capability lifecycle and assists in coordinating with stakeholders (ACO, ACT, NCI Agency, NSPA, etc.).
2. Contribute to reports, briefings, position papers and presentations to senior management on various aspects of project execution.
3. Assists with the implementation of capabilities assignment plans for the NCISG, maintaining a project overview of the status of the implementation of new or changed capabilities.
4. Provides continuous analysis & advice on DCIS capability status & project execution relevant matters.
5. Assists and act in the coordination of all the activities (test, security, training, logistics, documentation, etc.) required to implement new Capabilities within NCISG.
6. Assists and act with the analysis, design and recommended implementation procedures and business processes to optimize the management and availability of the DCIS Capability.
7. Contributes to the representation of NCISG position on topics related to senior policies, capability development and project execution support and implementation in Working Groups, NCISG Conferences, NECSM, Bi-SC Deployable Forces WG, DCIS Integrated Project Steering Group, etc.
8. Provides direct support to the Operational Planning Branches to ensure the timely delivery of DCIS capabilities to meet SACEUR’s operational requirements.
9. Assists with the creation and management of mitigation plans to improve NCISG DCIS capability, to include the provision of quick and effective problem solving support.
10. Provides input and advice with respect to development and amendment of NCISG formal agreements, Directives, Standard Operating Procedures and Operating and Support Instructions.
11. Contributes to the definition of new CIS requirements through collection of lessons-learnt and operational shortfalls identified in support to the NCS.
13. Prepares for and organizes meetings to track implementation of DCIS O&M and NSIP activities. Records minutes, recommendations, and decisions.
13. Review, organize, and complete forms, documents, and templates related to Section areas of responsibility under direction of the Section Head, such as General Issue Register, General Risk Register, Project-Specific Issue Register (Excel), Project-Specific Risk Register (Word), and Implementation Roadmap (Excel).
The incumbent is responsible for implementing processes in the areas of Static ICT specifically in support of the NCISG Regional Plans.
Special Requirements and Additional Duties
1. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
Essential Qualifications
A. Professional/Experience
1. Service Management process implementation in a CIS environment.
2. Experience eliciting, developing and analysing requirements, as well as developing, revising, reviewing and maintaining requirements documentation.
3. Experience with Requirements Management Tools.
4. Advanced knowledge of MS Office.
5. Experience in Fund Management.
6. Experience in monitoring SLA deliverables.
B. Education/Training
Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 3 years’ experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
C. Language
English – SLP 3322 – (Listening, Speaking, Reading and Writing)
Desirable Qualifications
A. Professional Experience
1. SLA monitoring of deliverables, specifically KPI/KQI monitoring.
2. Experienced user of Requirements Management databases.
3. Fund Management applications.
4. Risk management.
B. Education/Training
1. Specific experience in ITIL Service Operation v3 or equivalent v4.
2. Course: CCC-SM-22206 – NATO C4ISR Orientation for Officers.
3. Course: ETE-MW-3834 – NATO Orientation Course.

WHAT WE OFFER
– 38 hours per week schedule;
– 2.5 paid days of leave per month worked;

– Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation;
– Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes + basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The cost for insurance amounts to 2.57% of basic salary (2/3 payable by the Organization and 1/3 payable by staff);
– For staff eligible under NATO rules, there is also a dependent child allowance and coverage for dependent children for medical benefits.
