Our primary objective is to intervene with medical activities directly and quickly in crisis situations like conflicts, epidemics and natural catastrophes while guaranteeing the quality of interventions. As such, the Epool is in charge – anywhere, anytime – of monitoring and identifying crises that may arise.The Epool consists of the head of Epool, 1 medical deputy head of Epool and 2 Emergency Coordinators (EMCOs) based in Brussels, as well as officers in logistics, pharma, supply, administration, HR and finance supporting the EMCOs in all emergencies. 25 to 30 emergency responders – i.e. MIO Mobile Implementing Officer.Each EMCO manages 1 or 2 emergencies simultaneously, depending on the volume and complexity of the response. The EMCOs – whether medical or non-medical profile – work together with the medical deputy head of Epool to develop, review, implement, and monitor the medical strategy.As the Medical Deputy Head of Epool (DHP), you participates in all aspects of the medical/operational management of the Epool interventions as well as the coordination of team resources. You ensure the quality of the medical response. The Head of the Epool is your direct manager and the Deputy medical director is your functional managerMAIN RESPONSABILITIES
- Responsible for the medical strategy of all Epool responses. Together with the Emergency coordinator, establish the merits of interventions and define their objectives
- Analyse and follow epidemic trends like measles, cholera, meningitis, hemorrhagic fevers, malnutrition
- Validate all medical orders and guarantee its relevance and quality
- Represent the Epool to the medical department, and coordinate medical support for operations
- Collaborate with the medical department to create and adapt new intervention models. Participate in the elaboration of simplified medical protocol
- Identify new medical talent to join the Epool team
- Conduct briefings and debriefings for medical personnel
- Manage medical and paramedical personnel at Epool HQ and in projects, like medical officers, pharmacists, psychologists, and Health Promotion experts, epidemiologists. Follow the career path/evolution of the medical team
- Act as the primary support and contact to the medical coordinator
- Coordinate with the other medical representatives at MSF movement desks and eDesks
- Represent the Head of the Epool in his absence
More specifically:
- Analyze the health context of different countries and propose the most appropriate operations – opening, adaptation or closure – based on contextual constraints. Ensure the medical departments’ involvement in defining operational strategies
- Lead and participate in regularly reviewing the emergency scenario and adapt adjust Estock and medical kits accordingly
- Be the main contact for external stakeholders (WHO, GOARN, GAVI, ICG, etc.): monitor and analyze their global health policies, particularly emergency response plans
- Participate in defining and developing medical advocacy strategies
- Identify and propose occasional evaluations of medical interventions with SEU (Stockholm Eval Unit) per & post -E response and organize systematically the lessons learnt (After Action Review AAR) of each intervention.
- Participate in and sometimes lead exploratory missions
- Develop alternative local supplies of quality drugs when international supply is not possible, with the support of the pharmaceutical unit
- Give support and provide advice to the different cells and RSTs for emergency response
- Support local Emergency Pools – trainings, field visits, technical support – as Pool d’Urgence Congo
- Participate in various trainings upon request, such as “Population en Situation Précaire”- PSP
- Provide support and advice to various cells and RSTs for emergency response such as developing medical risk charts per region/country in collaboration with projects & cells to feed EPREP plans and trigger timely action
- Develop an operational research agenda for emergencies with Luxor, the operational research unit. Look for opportunities to develop operational research in ongoing projects
- Compile all medical data for monitoring, annual reports and typology
- Review the data collection process and tools to be used in emergencies in collaboration with the medical data unit and ensure compliance with data protection rules
REQUIREMENTSEducation & Experience
- Medical Doctor Diploma, or equivalent through experience in medical activities coordination
- A Master’s in public health is highly desired
- Minimum 5 years of medical experience with MSF in several contexts
- Minimum 1 year of experience as Medical Coordinator with MSF
- Experience in at least 2 significant MSF emergency interventions
Competencies
- Knowledge of humanitarian law is an asset

CONDITIONS
- Expected starting date: ASAP
- Location: Brussels (Belgium)
- Mobility of 2 to 3 visits in MSF countries of intervention (2 to 4 weeks each) per year
- Contract type: Open ended contract – Full-time – Maximum 1 day per week of homeworking
- Salary according to MSF-OCB HQ grid
