The Command Group consists of the Commandant, the Dean, the Director of Enablement (DOE), the Director Academic Operations Division (DAO), the Director Academic Plans, Policy and Engagement Division (DAPPE), the Director Research Division (DRD), the Executive Coordinator (EXCO), the Assessment and Lessons Learned Officer and the Head Public Affairs Office (HPAO). The Commandant oversees the academic functions of the College through the Dean and the enabling functions via the Director of Enablement; the activities between the academic and enabling components of the College are coordinated by the EXCO. 

The Office of the Commandant is supported by personal staff which includes a Military Assistant, Aide-de-Camp, Staff Assistant and Driver. The Office of the Commandant is supported directly by the Office of the Executive Coordinator, the Public Affairs Office, and the Assessment and Lessons Learned Office.

The PAO provides advice on public implications of College activities pertinent to the responsibilities of the Commandant. The Head Public Affairs Office serves as the College spokesperson for external media relations, provides recommended messages to visitors, institutions and personnel, monitors media on College efforts and manages the Staff Officer (Protocol & Visits), the Media Relations & Social Media Officer and the Webmaster.

Reports to – Public Affairs Officer

Principal Duties – The Media Relations & Social Media Officer is responsible for interactions with local, National, NATO and International media, on behalf of the Commandant. As Social Media Officer, the incumbent is also responsible for planning, implementing, managing and monitoring NDC’s Social Media strategy in order to increase awareness, improve efforts and enhance visibility towards broad internal NATO and external non-NATO audiences. Under direct supervision of HPAO, the Media Relations & Social Media Officer performs the following functions:

  • Providing constructive feedback on Media relations and social media.
  • Preparing and presenting media relations and social media plans to Cmdt and Command Group.
  • As directed by HPAO promoting external relations, media relations and internal communication.
  • Preparing and organizing the provision, presentation and co-ordination of information on the College for the media.
  • Preparing and adapting media lines.
  • Writing press releases and news reports about for the Cmdt and the NDC.
  • Coordinating a team to organize media events and promotional activities.
  • Generating ideas to gain more media coverage.
  • Monitoring media coverage.
  • Attending press conferences, media interviews, public committee meetings and conferences as a representative of the organization.
  • Developing media contacts.
  • Informing members of the public (as well as the press) about events and initiatives.
  • Preparing media evaluation reports.
  • Monitoring NDC media performance and impacts. 
  • Interacting with Public Affairs and Media professionals in NATO and outside NATO and attending educational conferences to create a strong network.
  • Contributing to develop, implement and manage NDC’s social media strategy.
  • Managing and overseeing social media content.
  • Measuring the success of social media campaigns.
  • Working with the Webmaster to ensure content is informative and appealing.
  • Planning video contents for promotion of the College.
  • Collaborating with PAO in JFCNP/HQ/other for Video Editing, and more.
  • Co-ordinating and proposing to the PAO proper input for the College Web Page and Facebook.
  • Monitoring the NDC’s social media footprint, and how to improve such communications.
  • Monitoring user engagement and suggesting content optimization.
  • Assisting in the development, co-ordination and execution of all phases of mid/long-term Public Affairs strategies.
  • Acting as editor for Vox Collegii. 
  • Accompanying staff on visits (particularly relevant to figures in the public eye).
  • Assisting in co-ordination of College events. 
  • Appointed as Acting Head PAO in his/her absence and the absence of the Staff Officer (Protocol and Visits Bureau).

Essential Qualifications

a. Professional/Experience.

  • Minimum 2 years professional experience in Public Affairs, Journalism and/or Media/Social Media relations duties, preferably in an international or multi-cultural environment. 
  • Demonstrate experience and proficiency to work successfully in a multinational environment with frequent contact with local and international media, ambassadors, generals and VIPs.

b. Education / Training

  • Bachelor’s degree in Communications, Marketing, Journalism, Public Relations, or International Relations
  • Proficiency in using social media and website content management systems (e.g. SharePoint)
  • Standard Automated Data Processing (ADP) – good working knowledge of Microsoft Office Applications Suite

c. Language Requirements: 

English SLP 3333 – STANAG 6001.

Desirable Qualifications

a. Professional/Experience.

  • 3 years professional experience in Public Affairs, Journalism and/or Media/Social Media relations duties, preferably in an international or multi-cultural environment. 
  • Experience with defence and security related communication in an International environment or previous NATO related professional experience.

b. Education training

  • Qualified in media relations. 
  • Good knowledge of Microsoft Office Application Suite.

c. Language Requirements.

  • English SLP 4444 – STANAG 6001.
  • French SLP 3332 – STANAG 6001.
  • Italian SLP 3332 – STANAG 6001.

Attributes/Competencies

Personal Attributes: The Media Relations and Social Media Officer must have a pleasant personality and be able to receive and deal with all contact at any levels. S/he should have good communication skills and be able to work harmoniously with colleagues. Tact and discretion are paramount requirements in view of the nature of the position. The incumbent must also possess a high degree of initiative and sense of responsibility, ability to prioritize workload and be sufficiently flexible to respond reliably and competently to changing requirements.

Uses judgement to prioritize responsibilities, and to plan and organize own workload. Needs discretion in the handling of personal information and needs to be capable of quick and efficient continuous practical learning on the job. The incumbent must also possess a high degree of initiative and sense of responsibility. Flexibility in work hours and leave planning are essential to cope with periodic work peaks.

Professional Contacts: S/he interacts with NDC staff of all grades and services, and will have frequent contact with national authorities, other NATO entities and other Nations delegations as deemed useful and required.

Contribution to the Objectives: The incumbent actively contributes to the creation of an NDC corporate culture. 

Security Clearance

The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

Please note this is a Nationality Undetermined (NU) Military post that will be filled temporarily with a NATO International civilian for a limited duration period of 2 (two) years. 

The successful candidate will receive a two-year definite duration contract. Serving NATO International Civilian will be offered a contract according to the NATO Civilian Personnel Regulations.
