Why You Should Apply:

As the MEAL and Research Coordinator (MERC), you will be responsible for providing strategic direction to monitoring, evaluation, accountability, and learning (MEAL), ensuring that project deliverables are met according to the project’s M&E plan and methodology. Additionally, you will facilitate research and assessment projects as needed. The role requires a solutions-oriented approach, focusing on developing and improving strategies, as well as coaching and training the team. You will report to the Program Director and coordinate with M&E managers at IMPACT.

Key Responsibilities:

  • Foster a culture of learning and adaptation within the program, ensuring that MEAL data is used to inform programmatic decision-making.
  • Develop and implement a comprehensive MEAL plan for the program, in line with USG regulations and policies.
  • Design and oversee data collection and analysis activities, including surveys, interviews, and focus groups.
  • Develop and maintain data management systems to ensure accurate and timely reporting.
  • Develop and implement systems for tracking and reporting program progress against key performance indicators.
  • Develop and deliver training on MEAL-related issues to program staff and grantees.
  • Lead the development of the program’s evaluation framework and ensure that evaluations are conducted in a timely and effective manner.
  • Review and approve MEAL plans by subgrantees.
  • Collaborate with the other MEAL Coordinator, and the team of field MEAL officers inside Syria.
  • Prepare regular updates reports, contributing to the Weekly, Monthly, and Quarterly progress reports to the funding authority.
  • Coordinate research and assessment projects.
  • Coordinate with the Program Development Manager to develop lessons learned and profile success stories.

Qualifications We Are Looking For:

  • Minimum of five years of experience in MEAL, program management, or related fields, preferably in the context of USG-funded international development programs.
  • Minimum bachelor’s degree in international development, social sciences, or a related field.
  • Strong knowledge of MEAL principles and practices, and experience designing and implementing MEAL systems for complex programs.
  • Experience conducting program evaluations, and knowledge of evaluation methods and tools.
  • Excellent data analysis and management skills, including proficiency with statistical software such as SPSS, STATA, or R.
  • Fluency in English is required, and proficiency in Arabic is strongly preferred.
  • Excellent communication and interpersonal skills, with a demonstrated ability to build effective relationships with diverse stakeholders.
  • Creative and resourceful approach to developing and implementing innovative solutions.
  • Highly skilled in MS Excel and database platform, ArcGIS, Power PI, mobile data collection, statistical software.
  • Hard working, proactive and able to prioritize and delegate a demanding workload.
