Summary About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Serves as Materials Handler responsible for performing a wide range of warehousing functions involving receipt, storage, issue and transfer connected with the handling of weapons and weapons parts including laser sights and Night Vision Devices. Responsibilities The position independently completes shipping and receiving documents to ensure correctness of quantities, identification criteria and labeling, for which automated equipment may be use. Operates all types of materials handling equipment for which licensed. Verifies that all cargo that is assigned to the Theater Logistics Support Center’s International Mission meets USDA and DoD regulatory guidelines. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Materials Handler (Forklift Operator) without more than normal supervision. The ability to perform common tasks to load and unload materials; check, assemble, and process documents, and route materials and equipment to correct locations or storage areas; operate mechanized equipment including utility vehicles, standard size fork lifts, and mobile stock selectors; initiate demilitarization of weapons and weapons parts ensuring items are properly destroyed; and process and complete shipping and receiving documents to insure correctness of quantities, identification criteria, and labeling. – Failure to meet this Screen Out Element will result in an ineligible rating. Ability To Do The Work Of The position Without More Than Normal Supervision Ability to Interpret Instructions, Specification, etc. Dexterity and Safety Knowledge of Materials Technical Practices (theoretical, precise, artistic) Work Practices (includes keeping things neat, clean, and in order) Performs work on hard surface and in work areas that require him to stand, stoop, bend and work in tiring and uncomfortable positions. May be required to work at a rapid pace for long periods at a time. Frequently lifts and carries supplies, materials and equipment that weigh up to 40 pounds. The heavier items are moved with weight handling equipment or with assistance from other workers. Work is done inside and outside in areas that may be hot, cold, damp, drafty or poorly lighted. May work in bad weather on such outside areas as open docks and storage yards. The work may be dirty, dusty and greasy. Is frequently exposed to the possibility of cuts, scrapes and bruises, falls from ladders, or injury from mechanical conveyor systems or other materials handling equipment. May be subject to bodily injuries caused by accidents with other mobile equipment and overturning Materials Handling Equipment (MHE) due to shifting loads. Education Additional Information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child’s age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country’s laws or international agreements may have a direct impact on the ability of an employee’s same sex domestic partner or spouse to accompany the employee and receive certain benefits.
