FunctionThe proper functioning of the energy market is one of the key elements in the energy transition. Elia plays a central role in facilitating the market and is responsible, among other things, for numerous ancillary services for operating the network (e.g. balancing reserves, black-start, loss buy-back, etc.) and for performing various tasks in the market mechanisms for security of supply (e.g. capacity-remuneration mechanism).Within the Market Energy Solutions Department, the Market Operations team is responsible for the flawless organisation of pre-qualification and auctions for the purchase of products (for flexibility, security of supply, etc.), monitoring compliance with the obligations of market players, operational change management as a result of numerous evolutions (e.g. European collaborations, enabling new types of technologies to participate, …), accurate reporting related to these activities, …Specifically, the purpose of this vacancy is to strengthen the team of Implementation Managers for ancillary services (FCR, aFRR, mFRR, MVAR, black-start, grid loss compensation) and congestion management in order to jointly realise the challenges around these products.The Implementation Manager will play an important role in the Market Operations team by bringing together different disciplines. Thus, the Implementation Manager has the necessary detailed and operational knowledge of the products and processes, contributes to the smooth operational functioning and identifies possible improvements. The Implementation Manager is also the ambassador of the operational functioning with respect to product architects, business analysts, etc. and leads the development, implementation and operationalisation of evolutions. The Implementation Manager also participates in or initiates projects related to market operations and product improvements.The Implementation Manager’s tasks vary over time and depend on the specific processes, products, IT tools, … in their area of responsibility. Tasks include:

  • Being the reference expert on one or more (sub)processes, providing support to operational activities, providing feedback to improve designs and processes, and leading the implementation of those processes. Which entails:
  • Representing Market Operations as Implementation Manager in the IT development processes for one or more functional components or processes of the congestion management ancillary services or products.
  • Taking the lead in implementing improvements and changes to existing processes or new processes through analysis, developing proposals, describing ‘business requirements’… in collaboration with product architects and business analysts.
  • Acting as a reference expert within Elia for processes assigned to you and as the main contact on the matter for other colleagues.
  • Contributing to the implementation processes and participate in the testing and feedback of the internal and external IT tools, setting up the necessary change management, preparing an operationalisation.
  • Reporting on the status of processes and projects.
  • Contributing to the resolution of problems, incidents and special cases.
  • Monitoring the processes and tools linked to the operational tasks and products and identifying useful improvement points and feedback, in order to improve operations.
  • In some cases, also actively taking care of operational tasks yourself or being responsible for their implementation, especially when they require your specific expertise.

Your Profile

  • You have a Master’s degree in economics/engineering or equivalent experience.
  • You have 3 years of relevant experience, e.g. in implementing complex processes in IT tools as a Product Owner or as a representative of a business department and/or in leading operations.
  • You are very willing to develop in-depth expertise on the energy sector and market mechanisms, and in particular ancillary services and congestion management products.
  • You are a problem solver: you can develop pragmatic solutions to ad hoc operational problems and devise appropriate longer-term solutions, you know when to act/respond, can (not) delegate the action/question to the right person.
  • You have excellent communication skills: you are able to communicate with colleagues and experts as well as a wider, less knowledgeable audience, maintaining the right focus and level of detail, both in written and oral communication.
  • You have a sixth sense for operational excellence: you have a mindset of working accurately and striving for continuous improvement of people, processes and tools with the ability to work in a changing environment and adapt when necessary.
  • You have the ability to focus on (internal and external) customer needs with a view to developing added value.
  • You can organise yourself autonomously around different tasks and priorities while staying focused on results.
  • You have extensive knowledge of MS Office. Knowledge of Python, VBA in Excel and/or PowerBI is an extra plus.
  • You have a keen sense of team spirit and are flexible.
  • You have good skills in three languages (FR/NL/EN – spoken and written).
